INVITATION TO BID (26-045-ITB)
RUNWAY 18L/36R TUNNEL REHABILITATION & SAFETY IMPROVEMENTS
Pursuant to KRS 424.260 and KRS 183.142, the Kenton County Airport Board (Owner) will receive
competitive sealed bids for the Runway 18L/36R Tunnel Rehabilitation & Safety Improvements
project at the Cincinnati/Northern Kentucky International Airport (Airport) located in Boone County,
Kentucky (the “Project”). Bids will be received no later than 2:00 pm on Thursday, September 3,
2026. No bids will be accepted after that time unless extended pursuant to an addendum issued by
the Owner.
The Project includes rehabilitation and safety improvements to the South Airfield Drive tunnel beneath
Runway 18L/36R at CVG. Work consists of concrete slab, wall, and soffit repairs, expansion joint and
sealant replacement, slab waterproofing, ventilation roof slab infill, pavement and sidewalk
replacement, drainage and storm sewer improvements, and striping and signage replacement;
upgrading the tunnel lighting to new LED fixtures with a new lighting control system; replacing the
existing electrical distribution, panelboards, feeders, and wiring along with emergency power
upgrades; replacing the existing ventilation fans with new tunnel exhaust fans, new unit heaters and
controls; and upgrades to the fire protection, fire alarm, security, and technology systems for this
project.

A Pre-Bid meeting and site visit will be held Wednesday, August 19, 2026 at 1:00 pm ET, at CVG
Centre, 77 Comair Blvd., Erlanger, KY 41048. Please RSVP by August 18, 2026 through KCAB’s
online bidding system https://procurement.opengov.com/portal/cvgairport. Select Runway 18L/36R
Tunnel Rehabilitation & Safety Improvements then click on Events RSVP and provide the name of the
person attending. NOTE: Although attendance at the pre-proposal meeting is not limited, the
subsequent walkthrough is limited to a maximum of two (2) persons per company.
Bidders shall provide a Proposal Bond in an amount not less than 5% of the total main bid amount as
specified.
In accordance with 49 CFR Part 26, bidders shall use good faith efforts to include DBE participation.
Bidders must adhere to the provisions of: 49 CFR Part 30 – Foreign Trade Restrictions; 49 USC
50101 - Buy American Preference; the Davis-Bacon Requirements; 2 CFR Part 180 – Certification
Regarding Debarment and Suspension; drug-free workplace requirements, and all other federal grant
requirements included within the Bidding and Contract Documents.
The Owner, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252,
42 U.S.C. §§ 2000d to 2000d-4), 28 CFR § 50.3, and 49 CFR Part 21, notifies all bidders that it will
affirmatively ensure that any contract entered into pursuant to this advertisement, all contractors will
be afforded full opportunity to submit bids in response to this invitation and will not be discriminated
against on the grounds of the owner's race, color, national origin, sex, creed, age, or disability in
consideration for an award.
The Owner reserves the right to waive any informality or irregularity in any bid or bid guaranty, to
reject any or all bids, to award or refrain from awarding a contract for the work, and to negotiate with
the apparent qualified responsible bidder to such extent as may be beneficial to the Owner.
