TARRYTOWN RFP - EDMUNDS GovTech MUNICIPAL FINANCIAL SOFTWARE PACKAGE

INTRODUCTION.

The Village of Tarrytown (hereinaf

ter Tarrytown), in Westchester County, New York, is seeking proposals from qualified Municipal

Financial Software Package Providers, proposing prices for the Village to purchase and deploy the

Edmunds GovTech Municipal Financial Platform, or approved equal.

Tarrytown operates a budget that totals approximately $43 million, for four separate funds – General

Fund, Water Fund, Library Fund and Sewer Fund. Tarrytown’s current financial software package /

platform has become outdated and is in need of being replaced, thus the Village is seeking a new

financial software package / platform.

The following generally provides a summary of the Village’s annual financial operations and needs.

Tarrytown Background information for Financial Package needs:

Numbers are from the Tarrytown Tentative Annual Budget for 2026-2027 are as follows:

Budget:

General Fund - $34,487,299

Water Fund - $6,630,951

Library Fund - $2,130,564

Sewer Fund - $152,000

Total Tentative 6/1/26 thru 5/31/27 Annual Operating Budget for all 4 funds = $43.4 Million

• Accounts Payables - 26 accounts payables per year, covering approximately 4,500

claims/vouchers per year. Issue 1099 forms at year end.

• Accounts Receivable

• Budget Preparation and administration

• Fixed Assets

• General Ledger account system for all village funds, revenues, expenditures, receipts and

disbursements.

• Payroll and related administration:

▪ 50 part time employees, and

▪ 100 seasonal employees

o 26 payrolls per year, which also must address the 26.1 pay-period issue

o Time keeping and employee self-service portal

o Issue between 200 and 300 W-2s per year

• Property Taxes - Need the ability to issue property tax bills, collect tax bills, interact with a

lock-box, and accept ACH payments.

• Transaction Security - Check confirmation / fraud prevention capability. The Village needs the

ability to interact with “Positive Pay” or an equivalent check confirmation process.

• Utility / Water Billing; Water utility billing and collection of payments for approximately 3,000

water customers, including commercial customers

Having looked at various other municipal government financial software platforms over the course of

more than a year, Tarrytown has determined that the platform that best meets the needs of the Village

for municipal financial administration is the Edmunds GovTech platform. The Village is publicly

advertising and issuing this Request for Proposals to comply with the applicable requirements of New

York State Law.
