    Dear Surety Bond Agent:
    The County of Monroe is requesting a proposal to provide the required short-term tax bond covering
    40% of the 2026 summer general property taxes collected among all townships and city taxing units
    within Monroe County. The requirements of the tax bond are outlined in Public Act 206 of 1893.
    Enclosed you will find a schedule of all the taxing units to be covered by the bond, which includes the
    municipal treasury official responsible for the collection and the bond amount to be covered. The total is
    to be used to calculate the 40% bond required for the collection.
    The bond must be in effect from July 1, 2026 through March 31, 2027. Each proposal shall include:
    A sample or specimen bond.
    The name of the surety underwriting the bond.
    A financial rating of the surety by A.M. Best, if applicable.
    A financial qualification statement of the surety.
    The tax bonds must be received in the office of the Monroe County Treasurer, 51 South Macomb Street,
    Monroe, Michigan 48161 no later than Monday, June 8, 2026. This will allow sufficient time to confirm
    the necessary bonds are correct in all respects and to make any needed corrections.
    The final date for submitting a proposal for is Wednesday, May 27, 2026 at 4:00 P.M. EST. Proposals
    may be submitted via one of the following methods:
    1. Hard Paper Copy: Submit proposals by U.S. mail, courier service, or personal delivery to Monroe
    County Finance Department, 2nd Floor, 125 East Second Street, Monroe, Michigan 48161-2197.
    Proposals must be delivered in sealed envelopes and clearly marked Sealed Proposal for 2026
    Summer Tax Bondso that no error in opening may occur.
    2. Email: Submit proposals by email as a separate Microsoft Word or PDF document attachment to
    rfp@monroemi.org. Indicate in the email subject line Sealed Proposal for 2026 Summer Tax
    Bondso that no error in opening may occur.
    The County of Monroe reserves the right to accept or to reject any and all proposals, to waive any
    irregularities, and to make an award that it has determined to be in the best interest of the County.
