Description

THIS INVITATION FOR BID (IFB) SHALL BE IN ACCORDANCE WITH FAR PART 14 - SEALED BIDDING



This requirement is a 100% Total SB Set Aside. The North American Industrial Classification System (NAICS) code for this requirement is anticipated to be 237310 – Highway, Street, and Bridge Construction. The small business size standard for this NAICS, as established by the U.S. Small Business Administration, is $45,000,000.00 annual revenue. The Product Service Code for this requirement is anticipated to be Y1LB – Construction of Highways/Roads/Streets/Bridges/Railways. In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 236.204(i) the Government estimates the magnitude of construction for this project to be between $150,000.00 and $250,000.00.



Tobyhanna Army Depot, Tobyhanna, PA 18466, has a requirement for U Parking Lot (hereafter referred to as the U-Lot) improvements. Construction services required includes, but is not limited to, excavating, regrading, paving, and line striping. The construction services necessary to complete this work shall also include all licenses, permits, labor, materials, equipment, supervision, and management. See attachments for full specifications.



Sealed bids, subject to the terms and conditions set forth in the IFB, will be received by the Government until the time/date and at the place indicated below, and then publicly opened.



TIME OF BID OPENING: 1:00PM EST



DATE OF OPENING: 30 October 2024



PLACE OF OPENING: Tobyhanna Army Depot, Building 11, Wing D, 2nd Floor, ACC Conference Room



Award will be made to the responsible bidder whose bid conforms to the IFB and is most advantageous to the Government, considering only price and price related factors.



SITE VISIT: One (1) site visit will be held on Wednesday, October 16, 2024, at 1:00PM. Attendees are encouraged to arrive 15 minutes early to check in. If visitors do not possess a TYAD issued Contractor badge, they will be required to present a valid, Government issued photo I.D. to gain access to the base (vehicle registration and insurance may also be required). Information provided at each site visit, as well as answers to any general questions, shall not affect the terms and conditions of the IFB and/or specifications. Terms remain unchanged unless the IFB is amended in writing. RSVP to Contracting Officer NLT Tuesday, October 15, at 3:00PM EST.



Questions and Answers: All questions must be submitted in writing to the Contracting Officer, Mark Buonomo, via e-mail only, at mark.buonomo2.civ@army.mil. Offerors are instructed NOT to contact any other Government personnel, as this may result in delay of answers and possible incorrect information. Questions must be received NLT Thursday, October 17 at 1:00PM EST. All questions and answers will be provided on a non-attribution basis via amendment to the IFB. This question and answer document shall be incorporated into any award.



Contractor Responsibility: In order to be considered for award, offerors must be found to be responsible IAW FAR Part 9.1. The Government may, at its discretion, require an offeror to submit additional information in order to determine Contractor responsibility. If an offeror is deemed to be NOT responsible IAW FAR 9.104-1, they may not be considered for award.



Failure to adhere to the requirements of the IFB may result in a bid being deemed unacceptable..
