West End Gateway

Sealed bids will be received by the Public Works Director at City Hall 10220 270th Street NW, Stanwood, Washington 98292, until 2:00 PM August 25, 2026, and not later, and will then and there be opened and publicly read at the time for the construction of the following improvements:

The work to be performed under these specifications consists of furnishing all labor, tools, materials, and equipment necessary for construction of a powder coated steel gateway arch. Generally, this project includes the installation and fabrication of powder coated steel gateway, structural concrete footings, and associated project restoration as shown on the Contract Plans, these Contract Provisions, and the City of Stanwood Street and Utility Standards. All work shall conform to the 2018 WSDOT Standard Specifications for Road, Bridge, and Municipal Construction M41-10.

This work will be accomplished as a “design/build” with the contractor making the necessary field adjustments, to complete the requested work. The City of Stanwood Street and Utility Standards can be found at:  https://stanwoodwa.org/362/Street-Utility-Standards

The engineer’s estimate for this project is $20,000 - $45,000. The time of completion (performance period) for this  Project is 30 working days.

All bids shall be submitted on the prescribed Bid Forms and in the manner as stated in this advertisement and in the Project Manual and said bids shall be accompanied by a bid deposit in the form of a cashier's check, postal money order, or surety bond to the City of Stanwood in the amount of five percent (5%) of the total amount of the bid. If a surety bond is used, said bond shall be issued by a surety authorized and registered to issue said bonds in the State of Washington. The bond shall specify the surety's name, address, contact and phone number, and shall include a power of attorney appointing the signatory of the bond as the person authorized to execute it. Should the successful bidder fail to enter into the Contract and furnish satisfactory performance bond within the time stated in the Information for Bidders, the bid deposit shall be forfeited to the City of Stanwood. Faxed bids and/or surety bonds will not be accepted.

The City of Stanwood encourages minority-owned, women-owned, and other small businesses to participate in City contracting opportunities. All qualified bidders will be afforded full opportunity to submit bids and will not be discriminated against in consideration for award.

The City of Stanwood reserves the right to accept the bid that is in the best interest of the City, to postpone the acceptance of bids and the award of the Contract for a period not to exceed sixty (60) days, or to reject any and all bids received. Subject to the foregoing, the bid may be awarded to the lowest responsible bidder. When awarded the Contract, the successful bidder shall promptly execute the Contract and shall furnish a bond of faithful performance of the Contract in the full amount of the Contract price.

Bids must be submitted in a sealed envelope with the outside clearly marked with the bid opening date, bid opening time, and the project name as it appears in this advertisement and the name and address of the bidder. Bids shall be addressed to the Public Works Director, City of Stanwood, 10220 270th St NW, Stanwood, Washington 98292.

The City reserves the right to request any Bidder to clarify or correct its Bid or to supply additional material deemed necessary to assist in determining responsiveness. All modifications or corrections must be made in writing and submitted in the same format and manner as the original Bid. Modification of a Bid already received will be considered only if received prior to the bid submittal deadline. The City reserves the right to change the scope of work, issue addenda, or cancel, revise, or reissue this Advertisement for Bids at any time prior to the bid deadline.

Prevailing Wage

Any Contract resulting from the Request is subject to the requirements of Chapter 39.12 of the Revised Code of Washington (RCW) and as it may be amended, relating to prevailing wages. Current prevailing wage rates for Snohomish County can be obtained from the Washington State Department of Labor and Industries at www.lni.wa.gov.

Before any payment shall be made, the selected Contractor and each subcontractor, shall submit a “Statement of Intent to Pay Prevailing Wages” and “Certified Payroll” to the City. The Contractor is responsible for payment of all fees and shall make all applications and payments directly to the State Department of Labor and Industries.

Business Registration and Permits

The Contractor awarded the Contract will be required to obtain a City of Stanwood Business License and necessary City permits for this work.

Non-Collusion Certificate

The Bid submitted in response to this Advertisement for Bids shall include the Non-Collusion Affidavit with all required signatures.

Performance/Payment Bond

The Contractor awarded the Contract shall provide a Performance and Payment Bond as required by RCW 39.08.010.

Prior to commencing work, the Contractor shall provide the City with a Performance and Payment Bond in an amount equal to the full Contract amount. The bond shall be in a form approved by the City and shall be conditioned upon the Contractor faithfully performing all provisions of the Contract; paying all laborers, mechanics, subcontractors, material suppliers, and other persons entitled to payment under RCW 39.08.010; and satisfying all other obligations required by applicable law. The Contractor’s obligations under the Contract shall not be limited to the amount of the bond.

For Contracts of One Hundred Fifty Thousand Dollars ($150,000) or less, the Contractor may elect the alternative provided under RCW 39.08.010. In lieu of providing a Performance and Payment Bond, the City may retain ten percent (10%) of the Contract amount for a period of thirty (30) days after final acceptance, or until receipt of all necessary releases from the Washington State Department of Revenue, Employment Security Department, and Department of Labor and Industries, and settlement of any liens filed under Chapter 60.28 RCW, whichever is later.

1. All design and construction shall conform to the 2021 International Building Code.
2. Under no circumstance shall structural elements be modified, cut, notched, drilled, bored, without
the written approval of the structural engineer.
3. The contractor shall verify all dimensions and examine site conditions prior to fabrication of all
