    Notes: The State of Minnesota, Pollution Control Agency, intends to release a Request for Proposal (RFP) for a Real-Time, Direct-Injection Chemical Ionization Mass Spectrometer (CI-MS) Instrument in the near future with the purpose to award a contract. This Request for Information (RFI) is being sought for the purpose of soliciting information related to a CI-MS Instrument and related products and services. No contract will result from any response to this RFI. The State of Minnesota will not pay for any information herein requested nor is it liable for any cost incurred in preparing a response to the RFI. Responses to this RFI will be considered non-public information until after the RFP process has been completed. The State reserves the right to contact responders and request additional information and/or schedule a meeting(s). Responders, or interested parties, should request a Request for Information form from the state contact listed below. Responders will be asked provide answers to a questionnaire by June 2, 2025. We appreciate your response to this request. The following is the current list of potential equipment specifications the State is considering for the upcoming RFP. Potential Equipment Specifications • Must be a Chemical Ionization Mass Spectrometer that is capable of directly sampling ambient air. • Must be able to give real time results of analyte levels and be able to sample and perform instrument performance checks autonomously for days at a time between human interactions. • Detected analytes must include BTEX compounds, H2S, carbonyls, and ammonia. Instrument must come with a pollutant library from which methods can be made. This library should be able to be added to if a specific pollutant of interest is identified. • Ion production will not require additional supplies beyond nitrogen, water, and a zero-air generator. • Instrument must be able to use nitrogen as its carrier gas. • The instrument must come with a graphics display to set up, control, and monitor instrument operation. • Must be networkable. Allowing instrument operation, data handling, and troubleshooting to be performed remotely. • Compatible with standard 110-120V electrical outlet. • Must come with any necessary software. • The vendor must provide full factory warranty for a minimum of 1 year and included technical support by telephone and/or email for the life of the instrument, and installation assistance and operational training. • Any prescribed maintenance within the first 12 months must be provided by the manufacturer or distributor. • Instrument must be rugged enough to be transported in a trailer and go from a cold start to running samples in under a day. • Any necessary software needed to collect data must be included.
