The MN Department of Public Safety, Bureau of Criminal Apprehension intends to award a firm fixed-price purchase order to: Lafayette Instruments Co., 3700 Sagamore Parkway N., Lafayette, IN 47904 on a sole-source basis to acquire the following: Quantity 3 Lafayette Instruments model LX6-S 10-channel USB Win Polygraph and needed accessories.

Lafayette is the only company that has the capability to calculate ESS-M results with any prior probability of deception or truth. Our competitors can produce results only with the equal prior. Also, we have the only software that can calculate ESS-M result with any alpha. Competitors solutions are limited to alpha = .05.

Lafayette is the only company that offers the capacity to automatically select decision rule by evaluating whether questions independently (as expected for multiple issue exams) or similarly (as expected for single issue exams). Our competitors, if they do this at all, will impose decision rules arbitrarily according to name of the test format - which is problematic because some formats may be used with different decision rules for different purposes.

Lafayette ESS-M report generator can generate reports for Federal 3-position and 7-position scores in addition to ESS-M scores, and can also use traditional numerical cut scores. Competitors do not have the capability generate narrative summaries for these traditional scoring methods.

Finally, the Lafayette score sheet, together with the ESS-M report generator includes a set of codes that can be used to test the statistical likelihood that observed artifacts are or are not an indicator of countermeasures. Competitors lack this capability, leaving decisions about countermeasures to subjective opinion without analytic support.

LX Software includes the capability to import charts exported from competitor’s systems, so they may be evaluated using our analysis tools. Competitors do not offer these capabilities.

Lafayette LX6 purchase is needed to maintain consistency within and between laboratory facilities.
