Description

THIS REQUEST FOR INFORMATION (RFI) NOTICE is being issued by the Department of the Navy, Naval Surface Warfare Center, Philadelphia Division (NSWCPD).



The Naval Surface Warfare Center Philadelphia Division is seeking information regarding the procurement of two (2) Gasketed Plate Heat Exchangers (PHE) to support land-based testing of prototypical shipboard systems. One PHE will support a “Seawater” representative, and the other PHE will support a “Freshwater” representative Closed Loop Cooling Water System. The “Seawater” representative system will use demineralized water as the fluid medium on the process side and freshwater as the fluid medium on the condenser side. The “Freshwater” representative system will use demineralized water as the fluid medium on both the process and condenser side. The following minimum performance characteristics are requirements for each Closed Loop Cooling Water System (Seawater/Freshwater).




  • “Seawater” Gasketed Plate Heat Exchanger shall be capable of meeting the following requirements:

    • Full connected heat load up to 72,600,000 Btu/hr

    • Maximum available Condenser flow at 85°F up to 7,330 GPM, with Process Flows up to 7,637 GPM

    • Maximum Process temperature shall not exceed 90°F in the “worst-case” conditions

    • The “Seawater” PHE shall maintain an approach of 5° under all operating conditions including maximum temperatures, difference between the Condenser water inlet (85°F) and the Process water outlet (90°F) shall not exceed a differential greater than 5°




  • “Freshwater” Gasketed Plate Heat Exchanger shall be capable of meeting the following requirements:




    • Full connected heat load up to 3,860,000 Btu/hr

    • Maximum available Condenser flow at 90°F up to 750 GPM, with Process Flows up to 665 GPM

    • Maximum Process water discharge temperature shall not exceed 110°F and the maximum Process water return temperature shall not exceed 119°F

      • System consumers have a maximum ΔT of 9°F







The following minimum technical characteristics are requirements for each Closed Loop Cooling Water System (Seawater/Freshwater).




  • Connections shall be ASME B16.5

  • Thermal Plates shall be type 316 Stainless Steel

  • Dissimilar metals on wetted surfaces are not permitted

  • The “Seawater” Gasketed Plate heat Exchanger shall accommodate a port strainer on the process side

  • Both heat exchangers shall be provided with drip pans



CAPABILITY STATEMENTS:



Interested businesses are invited to submit capability statements, not to exceed 5 double spaced, single-sided pages in length, demonstrating their ability to fulfill this requirement. Responses and capability statements must address, at a minimum the following:



SECTION 1: INTRODUCTION. Identify the Sources Sought Number and Title



SECTION 2: CORPORATE DESCRIPTION.




  • Name of Company and Address

  • Ownership, including whether: Small, Small Disadvantaged Business (SDB), 8(a), Women-Owned Small Business (WOSB), HUBZone, or Service Disabled Veteran-Owned Small Business (SDVOSB)

  • Points of contact, including: Name, Title, phone, and e-mail address

  • CAGE Code and DUNS Number




  1. A complete description of the offeror’s Gasketed Plate Heat Exchanger capabilities that would directly relate to the Government’s objectives as stated in the “SCOPE” above. Existing technical data sheets should be provided if available and any details on customer required interfaces would be helpful but is not required if not available.

  2. Rough Order of Magnitude (ROM) pricing for the proposed solution that meets the above minimum specifications.

  3. Estimated timeline from award date to complete initial and follow on quantities as detailed above as well as the assumptions that support that lead time.



Potential Respondents shall consider the following:




  • Defense and commercial contractors, including small businesses, veteran-owned businesses, service-disabled veteran-owned businesses, HUBZone small businesses, and woman-owned small businesses are encouraged to participate.

  • At no cost to the government, responding vendors may continue technical dialogue with this market survey’s Point of Contact after the initial response is provided.

  • This survey in no way binds the Government to offer contracts to responding companies and the quantities and technical requirements may change as required for any future procurement actions.



Responses shall be sent to Contract Specialist Christopher McCarthy at christopher.m.mccarthy26.civ@us.navy.mil with the subject line "RFI N64498-24-RFPREQ-PD-71-0016 FG-62 Gasketed Plate Heat Exchangers." All responses must be submitted by no later than 4:30 PM on 17 April 2025.



This RFI is for market research purposes only and does NOT constitute a Request for Proposal. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. This RFI Notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes.



Government WILL NOT PAY for any information received in response to this RFI, and the Government will not compensate the respondent for any cost incurred in developing the response to this RFI. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Please be advised that all submissions become Government property and will not be returned.
