NOTICE OF INTENT
The U.S. Department of Justice, Drug Enforcement Administration (DEA) intends to award intends to issue a sole source award to Autoridad de Carreteras y Transportacion, PO Box 42007, San Juan, PR, 00940-2001. All communication regarding this posting shall be in writing and be received by the archive date of this notice effective 04/10/2025 at 1:00 pm EST. Point of contact for this requirement is Donita Hood, at Donita.L.Hood@dea.gov. This notice of intent is not a request for competitive quotations. In accordance with the Federal Acquisition Regulation (FAR) 6.302-1(c), the limited Source Documentation is attached with this notice. The acquisition will be conducted through FAR 13.106-3(b) for open market purchase orders.
The proposed purchase order is for Auto Express Toll Fees for the vehicles belonging to the San Juan Division Office, which the Government intends to solicit and negotiate only with Autoridad de Carreteras y Transportacion. In accordance with Competition in Contracting Act, 41 USC 253(c) (1), as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. The North American Industry Classification System (NAICS) is 926120.
The following FAR Part 12.3 provisions and clauses are applicable to this acquisition: 52.212-4 (NOV 2023) Contract Terms and Conditions-Commercial Items and 52.212-5 (JAN 2025) Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response.
