The Schoharie Rural Preservation Corporation is requesting proposals from qualified housing rehabilitation specialists to provide services for any Federal or State Housing Rehabilitation or Mobile Home Replacement Grants. This position will be filled by an independent contractor, not an employee.

Scope of Services

The individual or firm selected will undertake the following services.

  1. Perform inspections of homes to be rehabilitated or replaced. Identify building code violations and building deficiencies.

  1. Prepare an inspection report covering the findings of the home inspection and identify corrective work items necessary to undertake rehabilitation of the home or mobile home replacement. Prepare plans and specifications for home repair and mobile home replacement projects in enough detail to provide a basis for competitive bidding by mobile home vendors to remove existing mobiles homes, replace pad, and install new mobile home; complete with hook-up and to ensure quality work on the part of contractors.

  1. Prepare plans and specifications for rehabilitation of the home or mobile home replacement in enough detail to provide a basis for competitive bidding by home improvement contractors, excavators, or mobile home dealers and to ensure quality work on the part of contractors.

  1. Update work scopes to include results of lead, asbestos, radon or other hazardous material discovered during project testing.

  1. Review bids and assist with determining the final selection of contractors, contract execution, and documentation of contractor insurance coverage.

  1. Attend an in person construction meeting and provide regular site visits with progress inspection reports and pictures, to include all final inspections on homes required. Work with the home owner and contractors to ensure successful conclusion of the construction process

Selection Process

Rehab Specialists will be reviewed and selected according to the competitive proposal process as outlined in part 200.317-327. The selection will be based upon the technical skills and relevant experience of the individual staff as follows:

  1. Technical Capability - The relevant education in residential construction and building codes. The applicant must have completed some formal training in building principles and practices and have a minimum of five years of building construction experience.

  1. Experience/Track Record - The number of years and type of experience in working as a rehab specialist.

  1. Cost - The total cost of providing inspection services in relation to other factors. Applicant’s ability and willingness to comply with procurement and cost documentation requirements as established with State and Federal funding sources.

  1. The award will also be based on “best value” not lowest price.

Submission Requirements

Interested parties should submit a written proposal to include, but not be limited to:

  1. A stated fee for services, and other costs associated with the work described above should be listed as follows:

Mobile Home Replacement Program: Cost for Initial Inspection and report, cost for initial construction meeting, cost for each progress inspection, progress pictures and final inspection to include travel cost and total number of inspections.

Home Repair Program: Cost for Initial Inspection and report, cost for initial construction meeting, cost for each progress inspection, progress pictures and final inspection to include travel cost and total number of inspections.

  1. Resumes of staff who would be working in this project.

  1. References, including names, addresses, and telephone numbers from at least two current or former client.

  1. A copy of the and course or training certificates that the respondent has received

  1. Proof of insurances and/or worker’s compensation as required by NYS.
