NOTE: Initial solicitation, 202306314, was unsuccessful and this is a re-solicitation with an updated RFP. Bidders are expected to read and understand the updated RFP and not base their bid on the previous RFP documents.

The Royal Canadian Mounted Police (RCMP) requires a contract for the provision of medical and psychological assessments through a distributed network, across Canada, of private sector health-care clinics and health-care professionals for police personnel on deployments on an “as and when requested” basis. The clinics will be located in British Columbia - Vancouver, Ontario – Toronto and Ottawa, and Quebec – Montreal and Quebec City.

The Contractor must demonstrate expertise in Occupational Health, and Travel and Infectious Disease Medicine. The Contractor must provide these medical and psychological health services, as well as their overall coordination.

The contract period will be for one year from the date of contract with an irrevocable option to extend it for up to four additional one-year periods. The anticipated start date is January 2026.

Security Requirements:

1.        Doctors, Nurses and Psychologists must maintain their licensing and ability to practice without any restrictions (i.e. be in good standing) in the Province of practice.

2.        The administrative co-ordinator and any other administrative staff related to the contract must obtain RCMP Enhanced Reliability Status (ERS).

Basis of selection: Proposals will be evaluated using mandatory criteria. The successful bid will be selected on the basis of Lowest Price.

Bidders Conference:

A Bidders’ conference will be held via Microsoft Teams on August ??, 2025. The conference will begin at 14:00 EDT. The scope of the requirement outlined in the bid solicitation will be reviewed during the conference and questions will be answered. It is recommended that potential Bidders who intend to submit a bid attend or send a representative. Bidders who do not attend will not be precluded from submitting a bid.

Tenders must be submitted to the RCMP Bid Receiving Unit via email to angelo.kaldis@rcmp.grc.gc.ca . The maximum e-mail message size including all file attachments must not exceed 5MB. Zip files or links to bid documents will not be accepted. Incoming e-mail messages exceeding the maximum file size and/or containing zip file attachments will be blocked from entering the RCMP e-mail system. Zip files will be replaced by a text file and notification will NOT be provided to either the Contractor or Contracting Authority that attached zip files have been replaced. A bid transmitted by e-mail that gets blocked by the RCMP e-mail system will be considered not received. It is the responsibility of the Bidder to ensure receipt.
