Description

The National Institute of Standards and Technology (NIST) Acquisition Management Division intends to negotiate with GPD Optoelectronics Corp, located in Salem, NH, on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source, for two sizes of a custom InGaAs Photodiodes (detectors of optical radiation) on custom ceramic.



Specific Requirements are as follows:



The vendor shall deliver a quantity of 24 N17S10M-CFCS-V15883 (formerly GAP9184, 10mm InGaAs Chip on Ceramic (CUSTOM Chip on custom ceramic, redundant wire bonds, flying leads to be 30 gauge, 3.5” length) and 44 N17S500-CFCS-Vxxxxx (InGaAs photodiode, 5mm Ø active region, chip on custom ceramic, redundant wire bonds, flying leads to be 30 gauge, 3.5” length; "Vxxxxx" number will be assigned when order is pending) inclusive of FOB Destination delivery, and warranty.

The NAICS for this requirement is 334413, Semiconductor and Related Device Manufacturing, with a small business standard of 1,250 employees. NIST anticipates negotiating and awarding a firm-fixed-price contract to GPD Optoelectronics Corp for this requirement.



Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued by August 29, 2025. All responses to this notice of intent must be submitted to angela.hitt@nist.gov no later than the date and time provided herein this posting.



JUSTIFICATION FOR OTHER THAN FULL AN OPEN COMPETITION:



Due to the nature of the customization for this procurement, only one vendor is able to provide the required InGaAs Photodiodes on a custom ceramic. Failure to process this request would prevent NIST from continuing its fundamental research to construct highly accurate radiometric transfer standards, trap detectors, in support of calibrations that serve the quantum computing, quantum communications, and quantum measurement industry.
