This solicitation is for the DLA Troop Support Wood Products Tailored Logistics Support Program (TLSP) CONUS West Region. The solicitation is a 100% Total Small Business Set-Aside with an approved Nonmanufacturer Rule (NMR) Waiver. The wood products covered under this solicitation fall under the categories of Softwood Lumber, Hardwood Lumber and Plywood Veneer and are found within FSC 5510, 5520 and 5530.
Notice 1: Nonmanufacturer Rule (NMR) Waiver
A Nonmanufacturer Rule (NMR) Waiver has been approved for the solicitation. The effect of this waiver is to allow an otherwise qualified small business to supply the product of an other-than-small manufacturer or processor on this intended small business set-aside contract. However, it must be emphasized that this waiver of the NMR does not waive other legal requirements applicable to Government procurements, such as the Buy American Act and the Trade Agreements Act.
Notice 2: Surge & Sustainment Process Change
The process for submitting the Capability Assessment Plan (CAP) for Surge & Sustainment (S&S) requirements has changed. Vendors are no longer able to fill out an electronic Capability Assessment Plan (eCAP) through the Worldwide Web Industrial Capabilities Program (WICAP) website. Vendors will now need to submit their CAP with their offer.
