SIDEWALK, DRAINAGE, AND RESURFACING IMPROVEMENTS
Separate, sealed Bids will be received for furnishing all materials, labor, tools, equipment, and incidentals
necessary for the installation of sidewalk, drainage, and resurfacing improvements along McDonald
Road, PI # 0016244, located in the City of Douglas, Georgia until 2:00pm(local time) Wednesday,
June 10, 2026, at which time bids will be opened and read. This project shall be financed with
Transportation Investment Act (TIA) funding.
The meeting will be held at the City of Douglas, City Hall located at 302 South Madison Avenue,
Douglas, Georgia 31533. Proposals can be mailed or delivered to the attention of Wynetta Bolder, City
Clerk at 302 South Madison Avenue, Douglas, Georgia 31533. Bids will be opened to the public.
Proposals received after the designated time will not be considered. The City of Douglas may select a
successful low bidder after evaluation of all bids.
The Scope of Work Includes:
Sidewalk, Drainage and Resurfacing Improvements along McDonald Road
All proposals shall be accompanied by a Bid Bond in favor of the City of Douglas in the amount of at
least five percent (5%) of the lump sum bid for the complete work: such Bid Bond representing that the
Bidder, if awarded a Contract, will promptly enter into a Contract and furnish Performance Bond and
Payment Bonds as provided by the law and approved by the Attorney for the City of Douglas.
Performance Bond shall be equal to 100 Percent (100%) of the contract amount and Payment Bond shall
be equal to 100 percent (100%) of the Contract amount.
The Bid Bond shall be forfeited to the City of Douglas as liquidated damages if the Bidder fails to
execute the Contract and provide Performance and Payment Bonds within (10) days after being
notified that he has been awarded the Contract.
All work on the project must be completed within 270 consecutive calendar days of the date of the
Notice to Proceed.
Copies of the plans and specifications may be obtained from Statewide Engineering, Inc., 516 East
Ashley Street, Douglas, Georgia 31533, 912-384-7723 for $200.00 per set for full printed specification
and plans, or $50.00 for specifications and plans emailed in pdf format (non-refundable). Plans and
Specifications are also on file (for view only) at the City of Douglas City Hall. All Bidders must
receive bid package from Engineer in order to be considered certified. Bids from non-certified
Bidders will not be considered.

June 4, 2026 by 10:00am. All questions received and answers will be provided to all contractors in
an addendum and listed on the Georgia Procurement Registry.
The Georgia Department of Transportation Standard Specifications, 2021 Edition, any applicable
Supplemental Specifications, 2024 Edition, Special Provisions, or any other provision contained within this
contract will be applicable to this project. All materials, workmanship, testing, etc. shall meet the Georgia
Department of Transportation Specifications.

NOTICE TO THE PUBLIC DISADVANTAGED BUSINESS ENTERPRISE (DBE). The proposed
DBE goal is 7.3%.
Any work required in excess of 4 feet deep shall be performed by a contractor or subcontractor
having a valid Georgia Utility License. This requirement is defined in Chapter 14 of Title 43 of the
Official Code of Georgia and issued by the State of Georgia Secretary of State. Even though this project
may not reach nor exceed minimum requirements such as depth of trench, project construction cost,
etc. as described by the Chapter 14 of Title 43 of the Official Code of Georgia, the prime contractor
submitting the bid or the subcontractor performing the utility related work must hold a valid Georgia
Utility Contractor License. The utility license number must be placed with the bid or the bid will be
rejected.
The Owner reserves the right to reject all bids and to waive informalities, and to accept any Bid which in
its opinion may be in the best interest of the Owner. The Owner has the right to add or to delete from the
Contract once it has been awarded. No bids shall be withdrawn for a period of 60 days after the opening
of the bids.
