Separate sealed Bids for the construction of the Box Canyon Dam Generator Replacement Project will be received by the Siskiyou Power Authority at 190 Greenhorn Road, Yreka, CA until 3:00 p.m. local time on May 20th, 2026, at which time the Bids will be publicly opened and read aloud. The Project is located at 2623 WA Barr Road, Mount Shasta, CA and consists of:

• Site improvements for grading and drainage.

• Installation of concrete pad and new generator.

• Installation of generator canopy structure.

• Installation of generator yard fencing.

• Demolition of a portion of existing concrete access stairs and railing.

• Installation of steel framed access stairs and railing.

• Electrical infrastructure from new generator to new MTS.

• Electrical work to add trolley motor to backup power supply.

NOTICE INVITING BIDS
Separate sealed Bids for the construction of the Box Canyon Dam Generator Replacement
Project will be received by the Siskiyou Power Authority at 190 Greenhorn Road, Yreka, CA until
3:00 p.m. local time on May 20th, 2026, at which time the Bids will be publicly opened and read
aloud. The Project is located at 2623 WA Barr Road, Mount Shasta, CA and consists of:
Site improvements for grading and drainage.
Installation of concrete pad and new generator.
Installation of generator canopy structure.
Installation of generator yard fencing.
Demolition of a portion of existing concrete access stairs and railing.
Installation of steel framed access stairs and railing.
Electrical infrastructure from new generator to new MTS.
Electrical work to add trolley motor to backup power supply.
Engineer’s Construction Cost Estimate is $1,080,000 to $1,390,000.
Bids will be received for a single prime contract. Bids will be on a lump-sum/unit-price basis.
All bids shall be evaluated on the basis of the Base Bid amount.
A mandatory, pre-bid job site visit will take place on April 17, 2026, starting at 11:00a.m. at 2623
W A Barr Road, Mount Shasta, CA 96067.
The Issuing Office for the Bidding Documents is the Siskiyou Power Authority, 190 Greenhorn
Road, Yreka CA, 96097. Prospective bidders may examine the Bidding Documents at the Issuing
Office during normal business hours. Questions regarding the Bidding Documents shall be
directed to Emily Harper at (530) 842-8241 or emharper@co.siskiyou.ca.us. Each Bid must be in
accordance with the Contract Documents, drawings, and specifications.
The Siskiyou Power Authority (Owner) is using the County of Siskiyou’s website,
https://www.siskiyoucounty.gov/rfps, to advertise these Bidding Documents. This is the only
internet website for prospective bidders to obtain official project information and Bidding
Documents for this project.

Be advised that the information contained on the Owner’s website may change without notice
to prospective bidders. It is the responsibility of each prospective bidder to check the Owner’s
website on a daily basis through the close of bids for any applicable addenda or updates.
The Contract Documents include all items listed in the Contract. The document referred to as
the “Standard Specifications” is the separately bound Standard Specifications for Public Works
Construction, commonly called the “Greenbook.” The entire Part 1 - General Provisions of the
Standard Specifications as modified by the Special Provisions are part of the Contract
Documents. Portions of Parts 2 through 8 of the Standard Specifications shall be included as
part of these Contract Documents when referenced.
Each Bid shall be made in accordance with the Specifications and Bid requirements thereof, and
no bid will be received unless it is made on Bid forms included in the Contract Documents. Each
bid must be accompanied by cashier's check or Bidder's Bond made payable to Siskiyou Power
Authority for an amount equal to at least ten percent (10%) of the total amount of the Bid as a
guarantee that the Contractor will execute the Contract in conformance with the Bid and the
Specifications. Such guarantee shall be forfeited should the bidder to whom the Contract is
awarded fail to enter into the Contract.
Prospective Bidders shall be licensed Contractors in the State of California and shall be skilled
and regularly engaged in the general class or type of work called for under the Contract. Each
Bidder shall have a Class A California Contractor’s license in accordance with the provisions of
Section 3300 of the California Public Contract Code.
No Contractor or subcontractor may be listed on a Bid for a public works project unless registered
with the Department of Industrial Relations pursuant to Labor Code Section 1725.5 with limited
exceptions from this requirement for bid purposes only under Labor Code Section 1771.1(a).
WAGE RATE REQUIREMENTS
The general prevailing wage rate of per diem wages, holidays, and over-time work for each craft,
classification, or type of workman needed to execute the Contract are established by the State of
California, Department of Industrial Relations. State Prevailing Wage Rates can be obtained from
www.dir.ca.gov/DLSR/PWD/. The Wage Decision, including modification, must be posted by the
Contractor on the job site.
The Owner reserves the right to accept or reject any and/or all Bids and to make that award to
the lowest responsible bidder, which is in the best interest of the Owner.
