Electronic Bids for the contracts listed herein will be publicly opened. All bid totals will be printed and posted
on the SCDOT web site, Bid Express, and the Construction Extranet immediatley after bids are opened.

Contractors are encouraged to utilize the Discussion Board to make contact with other Prime and
Subcontractors to request/offer quotes. There is no charge to access this site, but you must register for a
user name and password.
Certain projects will require bidders to have a minimum quarterly CPS (Contractor Performance Score)
issued by SCDOT. These projects will be noted accordingly to include the minimum score and quarter
issued. Contractors wishing to verify their CPS may call SCDOT Construction Data Support at (803)737-
2031.
Hardcopy plans and proposals are available via Engineering Publications:
o Printed upon request only, call ahead for pickup orders
o Located in room G23 SCDOT Headquarters

o Proposals are $15 and Plans are $2 per sheet
o Cash, check, money order, VISA/MC accepted payable to SCDOT (No refunds)
o Contractors do not have to buy plans to be able to bid
o The Voluntary Plan Holders List is available on BIDX.

This proposal includes utility work under Section 105: Public Utility Relocation and requires the use of
a contractor from the SCDOT prequalified utility contractor list (see the next page).
This is a material requirement of the solicitation. Any bid that does not utilize a contractor included on
this list at the time of bid submission will be considered nonresponsive and will not be considered for
award.
Contractors seeking to be added to the prequalified utility contractor list for this proposal must submit a
completed Utility Subcontractor Approval Form, signed by the utility owner, to SCDOT no later than
seven (7) days prior to the letting. The Utility Subcontractor Approval Form is available on the SCDOT
Construction Extranet and included within the proposal documents. Upon approval, the prequalified
contractor list will be updated and issued by amendment to the proposal. Requests received after this
deadline will not be considered for that letting.
Utility worksheets are included within the proposal documents. For the apparent low bidder, utility
worksheets and prequalified utility subcontractor names must be submitted to Contract Administration
via email at ContractAdmin@scdot.gov within three (3) business days following the letting.
