ExecutiveSummary:

The Health and Human ServicesCommission (HHSC), the System Agency, is issuing a Request for Proposals forthe Thriving Texas Families (TTF) program for a qualified Contractor to performan Impact Evaluation to measurethe impacts of TTF program services on Clients and to report on the measured performance outcomes.

Scopeof Work:

Senate Bill (S.B.) 24, 88 th Legislature, Regular Session, 2023, added Chapter 54 to Title 2, Subtitle B, ofthe Texas Health and Safety Code, which establishes the Thriving Texas Families(TTF) program as a continuation of the Alternatives to Abortion program. Thepurpose of the TTF program is to facilitate the operation of a statewidesupport network that provides community outreach, consultation, and carecoordination for women with an unexpected pregnancy. The program is projected to serve approximately 137,276 individuals forState Fiscal Year 2024. Pursuant to Section 54.007 of the Texas Healthand Safety Code, HHSC is required to contract with an External Third Party toconduct periodic Impact Evaluations to measure the impacts of TTF programservices on Clients and to submit an Impact Evaluation Report on measuredperformance outcomes.


ContractTerm:

The initial term of any Contract resulting from thisSolicitation will be of one (1) year. HHSC, at its sole option, may extend anyContract awarded pursuant to this Solicitation for up to four (4) additionalyears for a maximum Contract Term of five (5) years.
