The Quinault Indian Nation Invasive Species Program is seeking fixed cost bids for the mowing and
removal of noxious weeds in 36.5 acres of freshly cleared land in Taholah within the Quinault Indian
Reservation. The area will be utilized for new housing units, but before construction begins the total
vegetation load needs to be reduced. Scotchbroom is the primary target and is to be mowed once in the
winter and again in the following fall, preferably before the Scotchbroom present goes to seed and loads the
seed bank. The contractor will be responsible for traveling to Taholah to complete the restoration work, and
to remove any leftover vegetative material to another quarantine waste storage site. The contractor will need
to supply their own large mower machine. The scope of work for the vegetation control will include at least
the following tasks:
• Mowing and/or mulching of all Scotchbroom plants that are present in the 36.5-acre area of land.
• Potential removal and hauling of the cut Scotchbroom material to a secondary site.
• Protect or otherwise limit potential damage to surveyed markers.
• Any costs for survey markers that are damaged or require replacement are the responsibility of the
contractor.
• The contractor will have discretion to determine which areas are suitable for mowing.
• Contractor is responsible for washing machinery prior and after the work to prevent potential the spread
of seeds into and from the site.
• Contractors must complete an on-site visit to assess the condition of the vegetation and assess the
work needed before their bids are considered.

• Unless contractor is a sole proprietorship, Workman’s Compensation coverage will be required.
• Performance/Payment Bond is not required for this project
This RFB does not commit QIN to award a contract, to pay any costs incurred in preparation of a response to
this invitation, or to procure or contract for services or supplies. Bidders will not offer any gratuities, favors or
anything of monetary value to any employee, officer, or agent of the Nation for the purpose of influencing
favorable disposition toward either their proposal or any other proposal submitted as a result of this RFB. All
proposals submitted hereunder become the exclusive property of the Nation. The Nation reserves the right to
accept all or part of the bid, or to decline the whole bid.
The successful bidder will sign a Certification and Debarment Form, provide a W-9, submit certifications of
required insurance coverage, and obtain a Quinault Indian Nation business license for all firms/subcontractors
doing work on the Quinault Reservation. Subcontracts must be approved by the Quinault Indian Nation in
advance.
Nation’s Tribal Employment (TERO)
The Nation’s Tribal Employment Right Ordinance (TERO) provides the Nation’s Indian Preference policy that
applies to this contract—see attached. Other TERO requirements include submission of a Compliance Plan

BID SCHEDULE
NOTE: BIDS shall not include Washington State and local sales tax on all items delivered to the site on the
Quinault Indian Reservation. Washington State B&O taxes do not apply to construction charges performed
within the boundaries of the Quinault Indian Reservation. All other applicable taxes and fees may apply.
