Hanscom AFB facilities require fire suppression systems to be inspected, tested and maintained IAW the Performance Work Statement (PWS).



Locations will include Location 1 - Hanscom Air Force Base (HAFB) and Location 2 - Sagamore Hill Observatory, Hamilton, MA.



Amendment 1: Adding the Question and Answers along with an updated Wage Determination



Amendment 2: REVISED REQUIREMENTS- Please see the updated PWS and COMBO/Solicitation. There will not be a Q&A period. Quotes are due on 10 Sept 2026 by 12:00PM EST.



Amendment 3: Solicitation Update / Amendment Notice:

The Government is providing the following Questions and Answers (Q&As) for informational clarity and to ensure fair and open competition. These responses clarify the Government's intent and expectations regarding emergency response, mitigation scope, and pricing structure under Section 4.1 of the Performance Work Statement (PWS). Offerors shall prepare and submit their proposals in accordance with the clarifications provided herein.



Question 1:

Are we to include emergency services in our fixed price, or are we just agreeing to providing the service and will be paid for it as needed?



Government Response:

Maintaining 24/7/365 emergency response capability and readiness is inherent to the base Firm-Fixed-Price (FFP) contract requirement. Individual emergency call-outs and initial hazard mitigation are ordered and compensated as required under the applicable contract line-item structure.



Question 2:

What directionally constitutes an "emergency" that would need to be responded to at any time of the day/night/weekend/holiday that may not be able to wait until the next business day? For example, a small drip (leak) coming from a test valve, would that be a call we receive off hours? A major break in a pipe causing large amounts of water discharge would be an obvious emergency.



Government Response:

An "emergency" is strictly defined as an active hazard or critical system impairment that immediately threatens life safety, facility integrity, or mission continuity (e.g., active water discharge, major pipe rupture, complete loss of suppression pressure/agent, or uncontainable flow alarm). Routine maintenance, minor valve weeping/drips, or non-critical supervisory trouble alarms are not emergencies and will be handled during normal duty hours.



Question 3:

Can you confirm that emergency service calls are to be invoiced and paid upon completion based on the actual work performed?



Government Response:

Emergency call-outs cover the mandatory 60-minute physical arrival, diagnostic assessment, and immediate hazard containment/isolation to render the facility safe. Invoicing shall reflect completed dispatch and stabilization services in accordance with the established contract invoicing terms. Permanent corrective parts/repairs are excluded from the initial call-out.



Question 4:

Are repairs automatically authorized as part of the emergency service call, or do we need to diagnose the problem first, prepare an estimate, have estimate approved, then proceed with the repair?



Government Response:

Per PWS 4.1, the requirement upon 60-minute arrival is immediate hazard isolation and stabilization. Permanent repairs are NOT automatically authorized. Upon stabilizing the emergency, the Contractor shall submit a diagnostic assessment and cost proposal to the Contracting Officer and COR. Permanent corrective work shall only proceed upon written authorization from the Contracting Officer.
