DESCRIPTION OF WORK
This project generally consists of apron pavement reconstruction, apron pavement
expansion and landside parking and access drive improvements for the Southeast Ramp at
Greenville Downtown Airport.
The project Bid Schedule A involves all demolition, grading, drainage, paving, marking and
aircraft tiedowns for reconstruction of the Southeast Ramp and partial expansion of the
apron and Taxiways “B2” and “E” construction. The project generally involves reconstruction
of approximately 13,000 square yards of existing pavement with a full-depth reclamation
(FDR) base and new FAA P-401 asphalt surface course. The project also includes taxiway
expansion of approximately 2,850 square yards, including taxiway edge lighting and airfield
signage, as well as construction of a permanent dry detention pond. Incidental items
include grassing, pavement markings, aircraft tiedown anchors and emulsified asphalt
sealcoat. The project Bid Schedule B involves approximately 12,420 square yards of apron
expansion, 4,015 square yards of reconstructed and expanded landside parking lot with
SCDOT base and asphalt, and 975 square yards of SCDOT concrete pavement for truck
drives, parking and dumpster pad. Work also includes storm drainage piped systems, water
and sanitary sewer systems modifications and extensions to serve the expanded facility.
Incidental items include sediment and erosion control, demolition, clearing and grubbing,
landscaping, gas lines, communication lines, and site lighting. Additive Bid No. 1 includes

approximately 835 square yards of parking lot pavement for an overflow 20-space parking
lot, including curb and gutter, grading and incidentals. Additive Bid No. 2 involves mass
grading (approximately 23,500 cubic yards) for the future apron and hangar area on the
northeast side of the site, including grassing and erosion control measures. Additive Bid
No. 3 includes 8” water and 8” sewer main extensions to serve a future hangar.
CONTRACT TIME
The Project is to be completed within a maximum of 345 consecutive contract days and
375 consecutive calendar days from the commencement date specified in the written
Notice to Proceed. Substantial Completion for all work shall be achieved within a maximum
of 345 consecutive calendar days from the commencement data specified in the written
Notice to Proceed. The project will be constructed in multiple phases to maintain access
for the existing businesses using the Southeast Ramp. The overall project duration includes
a 30-day minimum wait period prior to application of apron sealcoat and final pavement
markings.
PRE-BID CONFERENCE
There will be a NON-MANDATORY pre-bid conference held at the Greenville Downtown
Airport Terminal Building, 100 Tower Drive, Unit 2, Greenville, South Carolina 29607 on
Thursday, May 14, 2026, at 10:30 AM. This meeting will also be available via Google Meet for
those that would like to join via online video conference. Attendance in person by Prime
Contractors is NOT required to bid on this project but is strongly recommended. The
purpose of the conference is to highlight the Project, explain pertinent FAA regulations as
well as the Airport's safety, security and procurement processes and complete a site visit.
SUBMITTAL OPENING
The GREENVILLE AIRPORT COMMISSION and GREENVILLE DOWNTOWN AIRPORT will
receive sealed proposals for the SOUTHEAST RAMP IMPROVEMENTS PROJECT at the
Greenville Downtown Airport, FAA AIP Project No. 3-45-0026-039-2024. Proposals will be
received by the Greenville Downtown Airport, 120 Tower Drive, Unit 2, Greenville, South
Carolina 29607, Attention: James Stephens, until 2:00 P.M (Local Time) on Thursday, June
4th, 2026, at which time and place bids will be publicly opened and read aloud immediately
after specified closing time. Bids received after the stated time will not be accepted. All
interested parties are invited to attend.
All submissions must be received in a sealed envelope and addressed to James Stephens,
Airport Director, Greenville Downtown Airport, and labeled with the Project Name, FAA AIP
Project Number, and the Submitter’s name and address.

BID SECURITY
Bid security in the form of a bid bond, made payable to the Greenville Airport Commission,
Greenville, South Carolina, equal to 5% of the total bid is required. Contract security in the
form of 100% Performance and Payment Bonds will be required.
No bid may be withdrawn after closing time for the receipt of proposals for a period of ninety
(90) days. A Notice-of-Award for the Contract will be issued once a successful bidder has been
determined and funding has been secured.
SOLICITATION REQUIREMENTS
To be eligible for consideration, Bidders must comply with the following Criteria:
Bidder must be licensed in accordance with the Provisions of Sections 40-11-5 through
40-11-430 of the Code of Laws of South Carolina as amended.
Bidder must comply with all applicable federal, state, and local laws pertaining to the
required services including, but not limited to, Equal Employment Opportunity
provisions, Drug-Free Workplace provisions, the Greenville Downtown Airport
Procurement Policies, wage provisions, Buy American requirements, Disadvantaged
Business Enterprise provisions, Department of Labor requirements, and all conditions
of the Bid Documents.
The successful bidder shall commence work with adequate force and equipment on a date to
be specified in a written order of the Owner and shall complete work within the time prescribed
in the Contract Documents. By submitting a Bid, the Contractor certifies that he has under his
direct control or at his disposal the men, equipment, and materials required to execute this
work as specified. Lack of such control or availability of men, equipment, and materials shall
constitute failure to properly execute the contract. Performance and Labor and Material
Payment Bonds will be required for 100 percent of the Contract Price.
This project is funded under the provisions of the Airport and Airway Safety and Capacity
Act of 1987. Certain mandatory federal requirements apply to this solicitation and will be

for this project has been established to be 0.0%, based on the October 3, 2025,
Interim Final Rule from USDOT.
STATE ETHICS ACT
For all actions involving procurement of supplies, services, or construction for the Greenville
Airport Commission and Greenville Downtown Airport, the provisions of Chapter 13 of Title 8
(State Ethics Act) of the South Carolina Code of Laws, 1976, [8-13-100 – 8-13-1520], as it may be
amended from time to time, shall be complied with.
The Greenville Airport Commission (the Owner) reserves the right to waive any informalities
or irregularities in the bids received, to negotiate certain or all contract bid items, to reject
any or all bids and to award or refrain from awarding the contract for the work, whichever is
deemed to be in the Owner's best interests.
