The date of completion for this project is April 14, 2027

SBE PROGRAM INFORMATION
This is a Small Business Enterprise Program project, and as such, will be restricted to businesses with a
gross income of not more than $1.5 million during the previous calendar year. The Department's normal
bonding and Contractor license requirements will be waived.
Any firm seeking to bid on this project must be certified as a Small Business Enterprise (SBE) with the
Contractual Services Unit as of the date of bid opening, or their bid will automatically be disqualified.
Certified firms eligible to bid are listed in the SBE Directory available at the following website address:

Prospective bidders who qualify for the SBE Program and are not currently certified should submit a
completed application packet prior to bid submittal to allow time for review. The application packet and

Any bid received on this project from a firm not maintaining a current certification with NCDOT as a Small

It will be the Contractor's responsibility to continue to monitor the NCDOT website for any addendums or
other updates concerning this project.
Electronic Bidding is not available for this contract.
Sealed bids must be received in the Tenth Division Office at 716 W. Main Street in Albemarle NC by
2:00PM Wednesday July 15, 2026. Bids must be submitted on the official bid sheet, submitted with the
entire proposal, and display the following statement at the bottom left corner of the sealed envelope:
Quotation For - Contract ID MJ00091 - Pedestrian Improvements at the intersection of NC-51 and
Fullwood Ln. in Mecklenburg County To Be Opened At 2:00 P.M. Wednesday, July 15, 2026.
To reduce exposure to the COVID-19 virus, the Bid Opening will not be open to the public in the usual
manner. The Letting results will be broadcast via conference call at 2:00 PM on the bid opening day. You
may attend the conference call by dialing 1-888-251-2909 and entering 7653259 as the access code. The
results will also be uploaded to the Division 10 letting website as well.

issued pursuant to such act, hereby notifies all bidders that it will affirmatively insure that the contract
entered into pursuant to this notice will be awarded to the lowest responsible bidder without discrimination

NOTE TO BIDDERS: Due to the need for NCDOT personnel to separate all Proposals after the award of
the Contract, Division 10 is requesting that all bidders refrain from stapling these large proposals together
and instead use a Binder Clip to bind the bid package together. Your attention to this matter is greatly
appreciated.
