This letter is to advise all prospective bidders of the following contract addendum:

Additional Questions Submitted:
1. Is traffic control incidental to the work, or would that be considered
extra work?
Answer: Incidental as the Traffic Control Special Provisions state
“Except for the specific pay items included in this provision, no
separate or direct payment will be made for supplying traffic
control, traffic control devices, or signing as all such work will be
considered incidental to the various other pay items included in
this contract.”
2. The bridge at Grace Lane has a powerline and inactive waterline
(looks like someone is in the process of repairing) in the way that will
need to be relocated, is this the responsibility of the contractor?
Answer: NCEM made contact with phone and power company and
will be responsible for coordinating relocation of these lines, if
required. It is anticipated that conflicting lines will be relocated
prior to construction availability. The waterline is owned by the
property owner, who has stated that it can be removed for
construction of the bridge. Replacement of the waterline is not
included in this contract.

3. The bridge at Grace Lane has access across the bridge (side away for
US-19) through adjacent properties. Are there any right of entry
agreements in place or will that be the responsibility of the contractor?
Answer: No rights of entry agreement have been made by NCEM for
adjacent property owners.
