Amended Solicitation:
Description of Amendment:
The purpose of this amendment is to incorporate a revised Performance Work Statement (PWS), establish the closing date for quotes, and update the anticipated Period of Performance (PoP).
1. Revised Performance Work Statement:
The original PWS is hereby removed and replaced in its entirety with the attached revised PWS (dated 7.21.2026).
Summary of Key Changes:
UTV Color Requirements Added: Section 5.1.1 now mandates all UTVs be furnished in a neutral, non-reflective color suitable for military training (Tan, OD green, dark green, or black).
Enhanced CASEVAC Specifications: Section 5.1.2 for Extended-Bed UTVs has been significantly expanded to detail requirements for CASEVAC operations. This includes specific cargo bed dimensions (minimum 7'3" x 3'11"), reinforced materials, Army litter rail system compatibility, integrated side storage, and the addition of a fixed jump seat for attendant personnel.
Documentation Verification: Sections 5.1.1 and 5.1.2 now explicitly require the Contractor to provide maintenance records and inspection checklists at delivery to verify the vehicles are under two years old and fully serviced.
Administrative Updates: Deliverable (CDRL) numbers have been sequentially updated throughout Section 5 (e.g., Deliverables A008 through A021) and minor terminology shifts (e.g., changing "vehicle" to "UTV" in the insurance section) have been applied.
2. Quote Submission Deadline:
The closing date and time for receipt of quotes is established as July 27, 2026, at 1500 Central Time.
3. Period of Performance:
The Period of Performance will begin on August 13, 2026.
4. Terms and Conditions:
Except as provided herein, all other terms and conditions of the original solicitation remain unchanged and in full force and effect. Quoters are reminded to acknowledge receipt of this amendment in their final submission.

Utility Task Vehicles (UTVs) - Panama
General Information
1. Description
The contractor shall provide all necessary personnel, equipment, transportation, and services to deliver and support six (6) Utility Terrain Vehicles (UTVs) for a six-month rental period. The UTVs are essential for moving personnel, equipment, and supplies across the restrictive terrain of the JOTC.
Specifics:
Total Vehicles: Six (6) UTVs.
Four (4) standard UTVs with side-by-side seating for at least four personnel.
Two (2) extended-bed UTVs with side-by-side seating for two personnel and a cargo bed capable of securing a litter.
Period of Performance: August 13, 2026 to February 12, 2027.
Place of Performance: Base Aeronaval Cristóbal Colón (formerly Fort Sherman), Panama.
Contract Type: The Government anticipates awarding a firm-fixed-price contract.
Key Contractor Responsibilities:
Provide UTVs that are no more than two years old, operate on regular unleaded gasoline, and are suitable for rugged, off-road terrain.
Deliver all vehicles in clean, fully operational condition with a full tank of fuel, two keys, and required safety equipment (fire extinguisher, first aid kit, reflective triangle).
Provide all transportation for the delivery and retrieval of the vehicles to and from the specified location.
Perform all scheduled and unscheduled maintenance to ensure the UTVs remain fully operational throughout the contract period. This includes providing replacement vehicles for any UTV requiring repairs that exceed three days.
Secure and maintain full-coverage insurance for all vehicles in accordance with Panamanian law.
Ensure all personnel performing work under the contract have passed a background check conducted by the appropriate Panamanian authorities.
Note: Performance must fully commence on August 13, 2026, and Offerors should pay particular attention to Sub‑Factor 5 in the evaluation criteria to ensure their submission demonstrates the ability to meet this required start date.
