NOTICE OF SOLE SOURCE INTENT This notice is not a request for competitive quotes. The Bureau of Reclamation, Pacific Northwest Regional Office intends to award a purchase order to the Umatilla County Sheriff's Office located in Umatilla, Oregon for the continued law enforcement services (with full arrest authority) for the facilities, structures, and properties within the Bureau of Reclamation boundaries located in the state of Oregon.

The resulting purchase order will be a performance-based firm fixed price commercial service. Contract will be for a 12-month base period, and four (4) 12-month option periods. Reclamation cannot provide law enforcement or arrest authority to any entity. Therefore, the contractor shall have its own law enforcement, to include full arrest authority in the required service area. The contractor(s) shall furnish all labor, transportation, facilities, equipment, material, and supervision required to successfully perform the work required in the purchase order. Pursuant to the Federal Acquisition Regulations (FAR). The NAICS code is 922120. No small business size standard is established for this Sector 92 Public Administration Sector.

Reclamation believes that only one responsible source, Umatilla County Sheriff's Office, can fully provide the services that will satisfy the agency's requirements. A Justification for Other Than Full and Open Competition is being prepared.

The Government anticipates award before June 2026. Vendors that have questions regarding the sole source nature of the requirement or vendors that believe they can fully provide the required services are encouraged to identify themselves and give written notification to the Contracting Officer listed below within 15 calendar days of this notice. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1), only one responsible source and no other supplies or services will satisfy agency requirements (Refer to FAR 6.302 for a list of exceptions).

Responses to this notice can be e-mailed to terry_mest@ios.doi.gov. All responses should include the vendor's Unique Entity ID (UEI) Number and Tax Identification Number (TIN). A determination by the Government not to compete this proposed action based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Any contractor interested in doing business with the Federal Government must be registered in the System for Award Management database prior to submission of an offer. Quotations or proposals received in response to this notice will not be accepted since this synopsis is not a request for quote or a request for proposal.
