I. INTRODUCTION

The Southern California Public Power Authority (SCPPA), on behalf of its Member utilities, is hereby

requesting information from qualified respondents (Respondents) for Power System Project and Asset

Management Platforms, as described below in Section III.

SCPPA seeks information related to the specified Areas of Interest set forth in Section III below, to enable

informed decisions.

Responses to this RFI are due on or before June 17, 2026, as described below in Sections IV and VI.

II. BACKGROUND

SCPPA is a joint powers authority and a public entity organized under the California Joint Exercise of

Powers Act found in Chapter 5 of Division 7 of Title 1 of the Government Code of the State of California,

and through the SCPPA Joint Powers Agreement, for the purposes of planning, financing, developing,

acquiring, constructing, operating and maintaining projects for the generation or transmission of electric

energy. SCPPA also facilitates joint service contracts, at the request of its Members, to aggregate like

project efforts among its Members for the purposes of developing energy efficiency, demand response

and resource procurement programs or projects to improve operating efficiencies and reduce costs.

Membership of SCPPA consists of eleven cities and one irrigation district, which supply electric energy

within Southern California, including the municipal utilities of the cities of Anaheim, Azusa, Banning,

Burbank, Cerritos, Colton, Glendale, Los Angeles, Pasadena, Riverside, and Vernon, and the Imperial

Irrigation District. SCPPA is governed by its Board of Directors, which consists of representatives from

each of its Members. The management of SCPPA is under the direction of an Executive Director who is

appointed by the Board.

III. AREAS OF INTEREST

SCPPA and Certain of its Members have expressed interest in Power System Project and Asset

Management Platforms to meet the needs of their municipalities as follows:

1. Background

SCPPA Members are seeking input from industry experts on solutions, methodologies, and best practices

to support the development of enterprise-level platforms and frameworks for Power Systems Project

Portfolio Management, Program Delivery and Project Controls, and Project Performance and Governance

(PM) and Power Systems Asset Management (AM). The intent of this RFI is to gather information that will

inform future procurement strategies and enable in-person discussions for power and electric industry

collaboration.

2. Project Portfolio Management and Prioritization Platform

Objective: Develop a platform that provides:

• a single source of truth project registry

• Strategic alignment of Power System projects based on SCPPA Members’ strategic priorities, risk,

reliability, compliance and customer impact.

Requested Information:

a. Methodologies for project prioritization, intake, scoring and sequencing of projects

b. Example of data platforms, interfaces and data requirements

c. Capabilities for budget and resource forecasting / assessment capabilities

d. Templates for project trade-off recommendation

3. Program Delivery and Project Controls Standardization

Objective: Establish a standardized capital project delivery system that includes:

• Processes, procedures, stage gate deﬁnition, and document templates

• Program-level Project Management for large cross-division initiatives

• Enforcement of project management standards across all divisions

• Standardized training to PMO, Project Delivery Section (PDS) Teams members, Managers, and

Executives

b. Training plans for

i. Working-level staff on Project Scheduling and Project Management Principles (PMP)

including suggested curriculum (Supervisors and Associates)

ii. Entry & Mid-Level Managers on Project Management principles

iii. Executive Level leadership on strategic Program and Portfolio management

4. Project Performance & Governance

Objective: Provide decision-support tools for Executives and senior management including:

• Portfolio visibility with centralized Dashboard

• Governance templates for stage-gate reviews

Requested information:

a. Dashboard examples, interfaces, and data requirements

b. Templates for governance and decision-making

5. Asset Management Framework, Systems, and Lifecycle Governance

Objective: Provides unified asset registry, condition and risk methodologies, lifecycle planning tools, and

governance to support grid modernization, resilience, and reliability.

a. Include methodology for lifecycle management (condition, risk, criticality)

b. Include asset registry structure, interfaces, and data requirements

c. Include asset health, risk, and criticality modeling templates

d. Include templates for long-term asset investment planning

e. Include dashboard examples for asset health, risk, compliance, and performance

f. Include value-based prioritization of capital and O&M investments

g. Include portfolio optimization under budget, outage, and workforce constraints

h. Include decision traceability and justification for investment recommendations

i. Include roadmap for predictive analytics, deterioration models, and scenario analysis

j. Include governance structure for AM roles, responsibilities, and data stewardship

k. Include training approach for AM governance, decision models, and lifecycle planning

l. Ability to select Assets in GIS and generate Work Orders in WMIS/Maximo

6. Service Level Agreements (SLA)

Objective: Establish minimum performance standards for data quality, system availability, integration

reliability, support responsiveness, and lifecycle planning to ensure consistent execution of Asset

Management functions across Power System divisions.

a. Include data quality SLAs for completeness, accuracy, and defect resolution

b. Include required timing for asset registry updates and synchronization

c. Include refresh intervals for condition, health, and risk models

d. Include system uptime and availability requirements

e. Include integration performance and latency requirements for Maximo, GIS, SCADA

f. Include support response and issue resolution timeframes

g. Include dashboard and reporting update frequencies

h. Include SLAs for optimization run times and portfolio scenario generation

i. Include SLAs for updating risk curves, deterioration models, and value models

j. Include cybersecurity and access control compliance requirements

k. Include training and documentation update SLAs for new releases

7. Data Integration & Interoperability

Respondents should describe their integration architecture (protocols, formats, authentication), provide a

data flow diagram (Maximo, GIS, SCADA/EMS), and outline data governance (lineage, quality, MDM,

audit). Include API capabilities, sync modes as applicable, and two utility references, if any.

8. Cybersecurity & Data Protection

Respondents should describe cybersecurity architecture (segmentation, encryption), certifications (e.g.,

SOC 2, ISO 27001, NIST), access controls, and data protection practices, including vulnerability

management.

9. Next Steps

Please provide:

• Written responses to the requested information

• Examples of relevant tools, templates, and methodologies

• Recommendations for best practices and implementation strategies

• Respondents may provide written responses to some or all parts of this RFI.

VI. CLARIFICATION QUESTIONS AND COMMUNICATIONS

There will not be an initial Respondent's conference associated with this RFI. The deadline to submit

clarification questions on this RFI is specified in Section IV of this RFI. All questions should be submitted

Platform RFI in the subject line. Answers to questions that SCPPA, at its sole determination and

discretion, deems to be substantive or that would place the inquisitor at a distinct and unfair advantage
