Roadway & Civil Design Svcs for Village of Waterford Preserving Landmark Infrastructure Improvements

The intent of this Request for Proposal (“RFP”) is for the County of Loudoun, Virginia (County) to obtain proposals from qualified consultants to provide Roadway and Civil Design Services for the Village of Waterford Infrastructure Improvements (the “Project”). The work will include planning, design, right-of-way acquisition assistance, utility relocation coordination, and construction assistance for the infrastructure improvements, in and adjacent to, the Village of Waterford. The scope of work may include but is not limited to traffic calming, road, sidewalk and pavement improvements, stormwater management, utility relocations, new water distribution system, public meetings, and extensive stakeholder coordination. The Offeror will be responsible for performing the roadway design, will support right-of-way acquisition, utility relocation, procurement efforts, and provide assistance during construction. Please note the consultant’s proposal will be evaluated on the full scope of the Project.

Pre-Proposal Conference:

An optional Pre-Proposal conference will be held virtually using Microsoft Teams on October 27, 2025, at 12:00 p.m.
