ADVERTISEMENT FOR BIDS
Sealed Bids, in duplicate, for the construction of the DEWEY BEACH TANK RECOATING will be received by
Sussex County, at the office of the Sussex County Council Chambers, 2 the Circle, Georgetown, Delaware
19947, until 1:00 PM local time on Wednesday, May 6, 2026, at which time the Bids received will be
publicly opened and read.
The Project consists of repairs and recoating the 1,000,000 gallon Spheroidal Elevated Tank, known as the
Dewey Beach Tower, is located at 1713 Bayard Ave., in Dewey Beach, DE. The work shall include
foundation work, metal repair work, metal fabrication work, installations, electrical work and work
incidental to the work described here-in. Due to the seasonal influx of residents and visitors in Dewey
Beach water distribution area the Dewey Beach Water Tank must remain in service until October 1st with
service restored before April 15th. Draining of the tower must be limited to the period between these
dates.
Bids will be received for a single prime Contract. Bids shall be on unit price basis as indicated in the Bid
Form.
The Issuing Office for the Bidding Documents is: Johnson, Mirmiran & Thompson, 121 Continental Drive
Suite 300, Newark, Delaware, (302) 266-9600. Prospective Bidders may examine the Bidding Documents
at the Issuing Office on Mondays through Fridays between the hours of 8:00 AM to 5:00 PM, and may
obtain copies of the Bidding Documents from the Issuing Office as described below.
Bidding Documents also may be examined at Sussex County Engineering, Sussex County Administrative
Office Building, 3rd Floor, 2 the Circle, Georgetown, Delaware 19947, (302) 855-8381, Mondays through
Fridays between the hours of 9:00 AM to 4:00 PM.
Bidding Documents may be obtained from the Issuing Office during the hours indicated above. Bidding
Documents are available digitally via file share at no charge. Alternatively, printed Bidding Documents
may be obtained from the Issuing Office either via in-person pick-up or via mail, upon Issuing Office’s
receipt of payment for the Bidding Documents. The non-refundable cost of printed Bidding Documents is
$150.00 per set, payable to Johnson, Mirmiran & Thompson. Upon Issuing Office’s receipt of payment,
printed Bidding Documents will be sent via the prospective Bidder’s delivery method of choice. Bidding
Documents will be sent via UPS/FedEx Ground Service; overnight requests will be billed to the prospective
bidder. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the
prospective Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not
be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets
of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
A pre-bid conference will be held at 1:00 PM local time on Wednesday, April 15, 2026, at the Dewey
Beach Water Tank, 1713 Bayard Ave, Dewey Beach, Delaware, to allow Contractors an opportunity to
obtain information on the project from the Consulting Engineer and the Owner. Attendance at the pre-
bid conference is highly encouraged but is not mandatory.

Any Contractor having questions concerning the bid should submit them in writing via email to
HWhitelock@jmt.com no later than 5:00 PM, Wednesday, April 29, 2026. Questions shall include the
project name (Dewey Beach Tank Recoating) in the subject heading.
Bid security shall be furnished in accordance with the Instructions to Bidders.
If the responding Contractor deems any portion of its response to contain trade secrets, proprietary or
other confidential information, it shall isolate and identify in writing the confidential portions, together
with a statement in support of its designation as such. The submission shall be confidential until the bid
has been awarded and a contract has been executed. Thereafter, all submissions shall be open to public
inspection.
Sussex County reserves the right to extend the time and place of Bid Opening on not less than two (2)
calendar days’ notice by certified delivery, electronic delivery, or facsimile.
