Description: NOTICE OF INTENT TO SOLE SOURCE

The Port Authority Trans-Hudson Corporation (PATH) intends to establish a sole source contract with KB Signaling, Inc., located in West Henrietta, NY, to provide the following:

TITLE: Maintenance Support Contract to Keep the Existing Integrated Vital Processor Interlocking Control System (iVPI) Solution in a State of Good Repair for PATH’s Signal System

BRIEF DESCRIPTION: KB Signaling, Inc. is the proprietor of the iVPI solid-state software driven processor which controls vital and non-vital interlocking and wayside signal functions in the PATH rail system. Support of the iPVI at the levels of software, hardware, and communications functions is required for the compatibility to communicate with processors in adjacent interlockings.

Firms who believe they can compete for this requirement are required to submit an email with a brief statement of their intent to compete. The statement and any other questions regarding this sole source should be directed to the Buyer, john.santiago@panynj.gov by September 9, 2025. The Port Authority does not guarantee that firms responding to this notice will be rendered a request to tender an offer for this procurement. In addition, the Port Authority does not guarantee that any solicitation will occur for this procurement, but reserves the right to solicit proposals.

The Port Authority of New York and New Jersey (Port Authority), in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, businesses will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age, or disability in consideration for an award.
