Concrete Repair and Replacement Contract
July 29, 2025
The Field Operations Group of the Western Virginia Water Authority (Authority) will accept sealed bids to establish a unit price contract for small quantity concrete repair and replacement. The attached scope of work and specifications are submitted for your review and proposal consideration.
It is not the intent of the specification to be proprietary, or to exclude any manufacturer or dealer. Any brand names used in these specifications are for comparison only. Deviations and/or alternates will be given consideration if they are considered to be suitable and acceptable for comparison. Any deviations or alternates must be submitted, in writing, with your bid. Deviations or alternates discovered after bid award or material receipt, not stated in your bid, shall be grounds for disqualification and nullification of order.
Two (2) complete copies of the sealed bid will be received at and until 2:00 P.M. (local prevailing time) on July 29, 2025 in the office of Field Operations Division, 3322 Hollins Road, N.E., Roanoke, VA 24012. It is the responsibility of the responder to ensure that their response is clocked in at the office of Field Operations Division by the above date and time. Any responses received after the above date and time will be returned to the offeror unopened. All responses must have the BID number and title clearly marked on the envelope. You must complete and sign the BID form. Your response and pricing should be submitted in a sealed envelope/package, clearly marked as follows:

Concrete Repair and Replacement Contract
The Authority shall provide the mechanism for the evaluation of all information received, the final determination of responsible offerors and reserves the right to waive informalities and irregularities and to accept or reject any or all bids. The Authority reserves the right to procure from State Contracts when it is determined that these contracts are in the best interest of the Authority. The Authority reserves the right to issue multiple contracts for the above service if in its opinion it is in the best interest of the Authority.
Code of Virginia § 2.2-4303: All local public bodies shall provide an option to submit bids or proposals through eVA or other electronic means. In cases where bids or proposals are submitted electronically, the local public body may also require a certain number of paper submissions for review purposes. Please be advised, the Western Virginia Water Authority will still be requesting hard copies to be submitted in our office by the deadline mentioned above.
It is the intent of the Authority to establish an annually renewable contract for a maximum of 3 years. This contract will be reviewed annually and renewed only when both parties are in agreement. Should the Authority not appropriate monies for the purpose of buying the type items or services included in this bid, the contract will remain in effect and be reviewed for renewal the following year. Non-appropriation in any given year will not cause the total length of the contract to be extended beyond a maximum of three (3) years.

Scope of Work and Specifications
A certificate of insurance is required upon receipt of bid award which must name the Authority as an additional insured. Contractor shall have all necessary licenses as required by state, Roanoke City, Roanoke County, and Authority codes. Contractor must have Commercial Building Contractor (CBC), Heavy Highway (H/H) or Underground Utility and Excavating Contractor (UUC) classification on their state contractor's license.
Work will consist of repairing and replacing concrete sidewalk, curb and gutter and miscellaneous concrete repairs. The unit price provided by the bidder shall include mobilization of all equipment and labor necessary to install the concrete, along with traffic control. The unit price shall include removal and off site disposal of any fill material or damaged concrete, as well as supplying and placing any backfill required to make a proper concrete repair or replacement. In addition the unit price shall include topsoil, mulching and seeding to all areas disturbed by the concrete repair or replacement.
All questions about the quality of work or the interpretation of the Authority’s Standards will be through the Authority’s Field Operations Group.
The unit prices bid shall include all equipment, equipment operators, materials, transportation and any other materials required to complete the repair in accordance with the City of Roanoke, Virginia Department of Transportation (VDOT) and the Authority’s standards.
