Agilent 4150 Tapestation

This is a combined synopsis/solicitation with additional/updated information included in this notice. This announcement constitutes as the only solicitation and announcement of award for request ID RFQ1780472: Agilent 4150 Tape Station-Laboratory Testing Equipment.

SYNOPSIS

The redacted limited source justification is hereby attached to this synopsis to align with the approach to this procurement award, after the official Request for Quote (RFQ) returned no submissions on GSA eBuy. A summary of the process to award is as follows:

On 10 September 2025, the Government released a Request for Quote (RFQ) on eBuy General Services Administration (GSA) for 2 Agilent 4150 Tape Stations. This request was solicited as a small business set aside, under a firm fixed price (FFP) contract, with the lowest price technically acceptable (LPTA) as the award method. The closing date of this RFQ solicitation was 19 September 2025.

Prior to soliciting on eBuy for the 2 Tape Stations, the technical evaluator for this purchase researched and found (3) three contractors who met the standards and descriptions of the Tape Stations and shared official quotes with Army Contracting Command (ACC) for these contractors, as part of their market research.

At the close of the RFQ, no quotes from contractors had been submitted, therefore, the Government utilized the two unsolictied open market quotes that were found during market research, and a third subsequent open market quote submitted direclty to the contracting officer at the submission deadline. The three open-market contractors were contacted to verify if their quotes were vaild and available to be used under an unsolicited open market. All three confirmed and were tasked with providing a reseller’s certification for Agilent Technologies. Of those three contractors, only Government Scientific Source Inc. provided this documentation and within the allotted timeframe.

After careful review and technical evaluation of Government Scientific Source Inc. quote, this contractor was selected for award of this supplies buy of the 4150 Agilent Tape Stations.
