Description:

The City of Lake Stevens is seeking bids from a qualified contractor to includes the removal and replacement of existing HVAC units serving a 7,200 square foot commercial building at 10519 20 th Street SE. The contractor shall provide all labor, materials, equipment, and supervision necessary to perform the work, including disconnection, removal and disposal of the existing HVAC system in accordance with applicable environmental regulations, and procurement and installation of the new HVAC system as specified in these bid documents. All work shall comply with these bid documents and current local, state, and federal codes, as well as manufacturer installation requirements.

The contractor shall a plan for city approval that coordinates all work to minimize disruption to building occupants and operations prior to the start of onsite work. This includes scheduling shutdowns, protecting existing finishes and equipment, and maintaining temporary heating, cooling, or ventilation as required. The scope also includes testing, balancing, and commissioning of the new HVAC systems to verify proper operation, airflow, and performance. Any deficiencies identified during startup shall be corrected before substantial completion.

The contractor shall apply for required permits/permits including, but not limited to L&I electrical permits and city-issued mechanical permits. City-issued permits fees will be directly billed to the city’s Public Works Department, other permit fees are the responsibly of the contractor to pay as part of the lump sum bid item.

Upon completion, the contractor shall provide as-built documentation, equipment submittals, warranties, and operation and maintenance manuals. The contractor shall also provide owner training on the operation and maintenance of the new HVAC systems. Final acceptance will be contingent upon successful inspection, commissioning, and demonstration that the systems are fully operational and meet the performance criteria outlined in the bid documents.

This project is a bid as in accordance with the MRSC Small Works Roster process and the city’s procurement policy; all bids outside of those parameters shall be deemed unresponsive. The estimate for this project is $280,000.00. The contract will be awarded to the lowest responsive bidder, but the city reserves the right to reject any and all bids.

An optional site walk for interested Contractors is on Thursday, February 26, 2026, starting promptly at 9:00 A.M at 10519 20 th ST SE, Lake Stevens, WA 98258. These buildings require an authorized City-employee escort – please arrive on time and plan accordingly. Please do not enter the facilities outside of the scheduled walkthrough to prevent disturbances to the commercial tenants.

Bid for “EVERGREEN HVAC REMOVAL AND REPLACEMENT” must include all work and materials necessary for completion of the work, including, but not limited to,

  • Mobilization and Demobilization
  • Procurement and Installation of new high-efficiency HVAC units
  • Removal and Proper Disposal of existing HVAC equipment
  • Materials, Equipment, Tools, and Labor required for installation
  • Traffic Control and Site Safety Measures
  • Delivery and Handling Costs
  • Insurance and Bonding as required by law
  • Construction Administration and Project Management
  • Electrical Work (disconnect switches, conduit, wiring)
  • Ducting and Air Distribution (reuse existing ductwork, test and balance systems, duct leak remediation per code, or replace as documented in these bid documents and plans)
  • Controls and Integration (install smoke detectors, connect to fire alarm systems if required by code)
  • Commissioning of equipment and controls, including outside air economizer per code

Documentation and Closeout (commissioning logs, as-built drawings, manufacturer contact info, warranties)

To be considered responsive, bids must be submitted with a completed Statement of Bidder’s Qualification, List of Subcontractors, and a signed Bid Proposal Form, including Acknowledgment of Receipt of Addenda, if any.

BID PROCESS
The City will open bids after the bid closing date and time. A bid tabulation will be posted by the close of business on March 12, 2026. The contract will be awarded to the lowest responsive bidder. Non-responsive bidders will not be considered. The City reserves the right to reject any and all bids.

PREVAILING WAGES
The Contractor shall comply with applicable prevailing wage requirements of the Washington State Department of Labor & Industries, as set forth in
Chapter 39.12 RCW and Chapter 296-127 WAC . The Contractor shall document compliance with said requirements and shall file with the City appropriate affidavits, certificates, and/or statements of compliance with the State prevailing wage requirements. The Washington State Prevailing Wage Rates for Public Works Contracts, Snohomish County, incorporated in this bid document, have been established by the Department of Labor & Industries. The Contractor shall also ensure that any subcontractors or agents of the Contractor shall comply with the prevailing wage and documentation requirements as set forth herein.

The date of effective prevailing wage rates is the bid date for this project. Contractor, including subcontractors, must file intent(s) and affidavit(s) of wages paid with the Washington State Department of Labor & Industries. THE CONTRACTORS ARE RESPONSIBLE TO PROVIDE ALL LABOR AND MATERIALS AS

USE OF THE OWNER'S ELEVATORS AND BUILDING CORRIDORS FOR HANDLING OF THE
OWNER AND REMOVED EQUIPMENT AND MATERIALS SHALL BE AT THE DIRECTION OF
THE OWNER AND SHALL BE COORDINATED WITH HIS OPERATIONS.
THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE SAFEKEEPING OF OWN PROPERTY

PROPERTIES AGAINST FIRE, THEFT AND ENVIRONMENTAL CONDITIONS.

WARNING SIGNS, TRASH REMOVAL, CUTTING AND PATCHING.
CONTRACTOR SHALL BE RESPONSIBLE FOR ALL SHIPPING, RIGGING, HANDLING AND
PROTECTION OF MATERIALS.
CONTRACTOR SHALL PROVIDE LABOR TO RECEIVE, UNLOAD, STORE, PROTECT AND
TRANSFER TO POINT OF INSTALLATION, OWNER FURNISHED ITEMS.
CONTRACTOR SHALL PROVIDE ALL EQUIPMENT AND ACCESSORIES AS SPECIFIED OR
SCHEDULE IN THE CONTRACT DOCUMENTS. CONTRACTOR SHALL COORDINATE WITH

CONTRACTOR SHALL COORDINATE WITH ELECTRICAL CONTRACTOR FOR LOCATION AND
WIRING OF HVAC EQUIPMENT.
CONTRACTOR SHALL COORDINATE INSTALLATION OF ROOF FLASHING PERTAINING TO
THEIR WORK.
EXISTING BUILDINGS AND CONDITIONS
PRIOR TO SUBMITTING BID, THE CONTRACTOR SHALL CONDUCT A SITE VISIT TO REVIEW
EXISTING CONDITIONS TO DETERMINE IMPACTS ON EXECUTION OF WORK DETAILED IN
THE CONTRACT DOCUMENTS. IN SUBMITTING THEIR BID THE CONTRACTOR
ACKNOWLEDGES THEY SUFFICIENTLY REVIEWED AND UNDERSTAND THE SCOPE OF
WORK, INCLUDING ALL ITEMS REQUIRED BY GOOD PRACTICE TO PROVIDE COMPLETE
AND OPERATIONAL SYSTEMS, WHETHER SPECIFIED OR NOT.
CONTRACTOR SHALL VERIFY DIMENSIONS AND EXISTING CONDITIONS PRIOR TO
PROCEEDING WITH ANY WORK. WHERE DISCREPANCIES OCCUR BETWEEN THESE
DOCUMENTS AND EXISTING CONDITIONS, THE DISCREPANCY SHALL BE REPORTED TO
THE OWNER AND/OR ENGINEER FOR EXPEDITING AND RESOLVE.
ALL SHUT DOWNS OF EXISTING SYSTEMS SHALL BE SCHEDULED AND APPROVED BY THE
OWNER PRIOR TO COMMENCING WITH WORK.
NO PIPING, EQUIPMENT, ETC. SHALL BE REMOVED, DISCONNECTED OR SHUT DOWN
WITHOUT PRIOR REVIEW WITH THE OWNER AND/OR ENGINEER TO CONFIRM THAT AREAS
TO REMAIN IN OPERATION WILL NOT BE AFFECTED. IF ANY AREAS NOT WITHIN THE
SCOPE OF WORK ARE AFFECTED BY ANY SHUTDOWN, REMOVAL OR DISCONNECTION,
SUFFICIENT ADVANCE NOTICE MUST BE GIVEN TO THE OWNER INDICATING WHICH
AREAS WILL BE AFFECTED, WHEN THE PROPOSED SHUTDOWN WILL OCCUR, AND FOR
HOW LONG A PERIOD OF TIME.
EXISTING MATERIALS THAT ARE REMOVED SHALL NOT BE REUSED IN NEW SYSTEMS,
EXCEPT WHERE INDICATED AS BEING RELOCATED.
ALL EXISTING INSULATION FOR DUCTWORK AND PIPING PERTAINING TO THIS WORK
SHALL BE PATCHED AND/OR REPLACED AS REQUIRED TO MAINTAIN VAPOR BARRIER.
CONTRACTOR SHALL INSPECT THE EXISTING DUCTWORK FOR DEFECTS AND REPORT TO
THE ARCHITECT/ENGINEER AND THE OWNER ANY DEFICIENCIES PRIOR TO PERFORMING
ANY WORK. CONTRACTOR SHALL CLEAN ALL EXISTING DUCTWORK, GRILLES,
REGISTERS AND DIFFUSERS PRIOR TO INSTALLING THE NEW WORK.
RESTORATION OF EXISTING SYSTEMS, DEVICES, FINISHES, ETC. DAMAGED OR ALTERED
BY NEW WORK TO ACCEPTABLE CONDITION AS DETERMINED BY THE OWNER,
ARCHITECT AND/OR ENGINEER.
ISOLATE AND DRAIN EXISTING PIPING SYSTEM AS REQUIRED TO ACCOMMODATE
INSTALLATION OF THE NEW WORK.
SUCCESSFULLY PRESSURE TEST ALL REROUTED PIPING SYSTEMS. TEST SHALL BE
PERFORMED AT NORMAL SYSTEM OPERATING PRESSURES. REPAIR AND RETEST AS
REQUIRED UNTIL SYSTEMS PROVE TIGHT.
ALL WORK SHALL BE PERFORMED IN A CLEAN AND WORKMANLIKE MANNER. CARE SHALL
BE EXERCISED TO MINIMIZE ANY INCONVENIENCE OR DISTURBANCE TO OTHER AREAS
OF THE BUILDING WHICH ARE TO REMAIN IN OPERATION. ISOLATE WORK AREAS BY
MEANS OF TEMPORARY PARTITIONS AND/OR TARPS TO DEEP DUST AND DIRT WITHIN
THE CONSTRUCTION AREA.
EXECUTION AND QUALITY
ALL EQUIPMENT SHALL BE INSTALLED IN STRICT COMPLIANCE WITH THE
MANUFACTURER'S WRITTEN INSTRUCTIONS. THE CONTRACTOR SHALL PROVIDE ALL
HANGERS AND SUPPORTS REQUIRED FOR A COMPLETE INSTALLATION.
PROVIDE ALL NECESSARY TEMPORARY OR PERMANENT CAPS OR PLUGS FOR
DUCTWORK AND PIPING. DO NOT LEAVE PIPING OPEN ENDED.
WHERE CONDUIT, CABLES, DUCTWORK OR PIPING PASSES THROUGH SMOKE/FIRE
RATED FLOORS OR WALLS, THE SLEEVES SHALL BE COMPLETELY SEALED WITH A FIRE
STOP MATERIAL THAT IS UL LISTED AND ACCEPTED BY THE BUILDING DEPARTMENT AND
FIRE DEPARTMENT AS BEING SUITABLE FOR THIS SERVICE SUCH AS DOW CORNING
CORP., SILICONE ELASTOMER, DOW CORNING 3-6548 SILICONE RTV FOAM, OR
APPROVED EQUAL. THIS MATERIAL SHALL BE INSTALLED IN ACCORDANCE WITH THE
REQUIREMENTS OF THE MANUFACTURER TO MAINTAIN THE RATING OF THE
PENETRATED WALL OR FLOOR.
CONTRACTOR SHALL BE RESPONSIBLE FOR ALL SLEEVING, CUTTING, CORING AND
PATCHING AS IT RELATES TO HIS WORK.
CONTRACTOR SHALL BE RESPONSIBLE FOR ALL BEAM PENETRATIONS AS IT RELATES TO
HIS WORK. CONTRACTOR SHALL SUBMIT SIZE AND LOCATION TO THE STRUCTURAL
ENGINEER FOR REVIEW AND DETAIL.
DRAWINGS INDICATED DIAGRAMMATICALLY THE EXTENT, GENERAL CHARACTER AND
LOCATION OF THE WORK INCLUDED. OFFSETS AND/OR CHANGES IN ELEVATION OF
PIPING AND DUCTWORK DUE TO STRUCTURAL OR OTHER INTERFERENCES SHALL BE
PROVIDED WITHOUT EXTRA COST.
SEAL ALL PENETRATIONS THROUGH BUILDING ENVELOPE WEATHER TIGHT WITH LONG
LIFE CAULK/SEALANT RATED FOR THE ENVIRONMENT.
SEAL ALL SLEEVE PENETRATIONS THROUGH FLOORS WITHIN BUILDING WATER TIGHT.
UNLESS NOTED OTHERWISE ALL EQUIPMENT, DUCTWORK, CONDUIT, PIPING AND
ASSOCIATED ACCESSORIES ARE TO BE CONCEALED ABOVE CEILINGS AND IN WALLS.
EQUIPMENT SHALL BE INSTALLED PER MANUFACTURERS REQUIREMENTS INCLUDING
PIPING AND WIRING.
CONTRACTOR SHALL PROVIDE ALL INTERCONNECTING WIRING AND ACCESSORIES
BETWEEN EQUIPMENT AND ACCESSORIES PER THE RESPONSIBILITY MATRIX IN THESE

PROFESSIONAL AND DELIVERED TO THE BUILDING OWNER OR OWNER'S AUTHORIZED
AGENT.
THE REPORT SHALL BE ORGANIZED WITH MECHANICAL, SERVICE WATER HEATING,
CONTROLLED RECEPTACLE AND LIGHTING CONTROL SYSTEMS, ENERGY METERING, AND
REFRIGERATION FINDINGS IN SEPARATE SECTIONS TO ALLOW INDEPENDENT REVIEW.
THE REPORT SHALL RECORD THE ACTIVITIES AND RESULTS OF THE COMMISSIONING
PROCESS AND BE DEVELOPED FROM THE FINAL COMMISSIONING PLAN WITH ALL OF ITS
ATTACHED APPENDICES.
THE REPORT SHALL INCLUDE:
· RESULTS OF FUNCTIONAL PERFORMANCE TESTS.
· DISPOSITION OF DEFICIENCIES FOUND DURING TESTING, INCLUDING DETAILS OF
CORRECTIVE MEASURES USED OR PROPOSED.
· FUNCTIONAL PERFORMANCE TEST PROCEDURES USED DURING THE COMMISSIONING
PROCESS INCLUDING MEASURABLE CRITERIA FOR TEST ACCEPTANCE, PROVIDED
HEREIN FOR REPEATABILITY.
· COMMISSIONING PLAN.
· TESTING, ADJUSTING AND BALANCING REPORT.
DEFERRED TESTS WHICH CANNOT BE PERFORMED AT THE TIME OF REPORT PREPARATION
DUE TO CLIMATIC CONDITIONS.
BUILDINGS, OR PORTIONS THEREOF, SHALL NOT BE CONSIDERED ACCEPTABLE FOR A
FINAL INSPECTION PURSUANT TO SECTION C104.2.6 UNTIL THE CODE OFFICIAL HAS
RECEIVED A LETTER OF TRANSMITTAL FROM THE BUILDING OWNER OR OWNER'S
REPRESENTATIVE ACKNOWLEDGING THAT THE BUILDING OWNER OR OWNER'S

OF THE WORK SPECIFIC TO THE TRADE THAT IS BEING INSPECTED IS PERMISSIBLE
WHERE ACCEPTED BY THE CODE OFFICIAL AND WHERE THE CERTIFIED
COMMISSIONING PROFESSIONAL REMAINS RESPONSIBLE FOR COMPLETION OF THE
COMMISSIONING PROCESS.
· IF THERE ARE UNRESOLVED DEFICIENCIES WHEN THE FINAL INSPECTION IS
SCHEDULED, THE COMMISSIONING REPORT SHALL BE SUBMITTED AND SHALL
DESCRIBE THE UNRESOLVED DEFICIENCIES.
BALANCING
CONTRACTOR SHALL BALANCE THE SYSTEMS TO QUANTITIES INDICATED ON THE
DRAWINGS AND SUBMIT THE BALANCE REPORT TO THE ENGINEER FOR APPROVAL.
BALANCING SHALL BE COMPLETED BY AN A/E APPROVED NEBB OR AABC CERTIFIED
FIRM. MINIMUM 5 YEARS EXPERIENCE ON PROJECTS OF SIMILAR SCOPE AND
COMPLEXITY. PROVIDE SUBMITTAL OF FIRM FOR APPROVAL TO A/E.
PROVIDE ALL EQUIPMENT, MATERIALS AND DEVICES NECESSARY TO ACCESS AND
MEASURE SYSTEM PERFORMANCE AND ADJUST TO VALUES INDICATED ON PLANS.
COORDINATE SYSTEM READINESS WITH GENERAL CONTRACTOR PRIOR TO
COMMENCING WITH WORK.
GENERAL CONTRACTOR SHALL:
· MAKE NECESSARY DRIVE CHANGES (INCLUDING PROVIDING SHEAVES AND BELTS)
