NOTICE OF INTENT (NOI) BRAND NAME

The Network Contracting Office (NCO) 16, located at Galleria Financial Center, 5075 Westheimer Rd, Ste 750, Houston, TX 77056, intends to solicit for Brand Name Beckman Coulter Navios Flow Cytometer reagents and supplies. Blanket Purchase Agreement (BPA) will be Firm-Fixed-Price, for five (5) year. The BPA will be for NCO16 and in support for Central Arkansas Veterans Healthcare System (CAVHS) located at 4300 West 7th Street, Little Rock, AR 72205-5484.

The North American Industry Classification (NAICS) code for this acquisition is 325413 - In-Vitro Diagnostic Substance Manufacturing.

In accordance with Federal Acquisition Regulation (FAR) part 8.405-6 (b)(1) Limiting sources. Brand name specifications shall not be used unless the particular brand name, product, or feature is essential to the Government s requirements, and market research indicates other companies similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency s needs.

This NOI is to inform all parties the Department of Veterans Affairs, Network Contracting Office (NCO) 16 for Central Arkansas Veterans Healthcare System (CAVHS) located at 4300 West 7th Street, Little Rock, AR 72205-5484, intends to award a brand name procurement for the following requirement Beckman Coulter Navios 10 Color flow cytometer.

The anticipated award date is December 01, 2024, plus four (4) one year option periods.

Please note that this is not a request for competitive quotes and is being posted for informational purposes only.

Interested parties may identify their interest and capability to respond to this requirement no later than 10:00 AM Central Standard Time (cst), Monday, November 12, 2024, Seven (7) calendar days of the publication of this notice. Information received in response to this notice must clearly demonstrate the capability of meeting the Governments need as stated above. Include any relevant information (authorized distributor letter from original equipment manufacturer (OEM), reagent compatibility to meet government requirements, delivery time after receipt of order, capability statement, etc.) confirming the ability to supply the products and/or any services outlined in this notice. A determination not to compete brand name for this requirement, based upon responses to this notice, is solely within the discretion of the Government. The Government is not responsible for any potential costs incurred from interested parties desiring to respond to this notice.

Interested parties shall submit clear evidence with an AUTHORIZATION LETTER from Beckman Coulter, authorizing distribution and resell if its products.

Capability to meet the government five day delivery after receipt of order.

Capability to provide all products.
