Description:

The line runs approximately 115 feet east from a collection box on the south side of the building to a manhole located on the east side of the Tennis Club House. There are two 45-degree joints in the line just prior to the manhole. Approximately 80 feet of the line is under concrete. Cutting and patching of the concrete by a licensed concrete professional must be included in the bid.

The City reserves the right to reject any or all proposals.

RFP 4H Restroom Sewer Line

Introduction: The City of Independence, Kansas (the “City”), is requesting proposals from
qualified and licensed contractors for the replacement of an existing 4” sewer line which
connects the 4H Restroom facility to the City’s main sewer system. The line runs approximately
115 feet east from a collection box on the south side of the building to a manhole located on
the east side of the Tennis Club House. There are two 45-degree joints in the line just prior to
the manhole. Approximately 80 feet of the line is under concrete. Cutting and patching of the
concrete by a licensed concrete professional must be included in the bid.
Scope of Work:
The selected contractor shall provide all labor, materials, equipment, and permits required to
complete the project, including:
1. Site evaluation and verification of existing conditions
2. Installation of piping from the collection box to the manhole.
3. Connection to the existing sewer main in accordance with City standards
4. Restoration of disturbed areas, including repair of cut or damaged concrete by a
licensed concrete professional.
5. Approval from City building inspector prior to backfilling or covering the new sewer
line.
Technical Requirements
Proposed systems shall meet or exceed the following minimum requirements. Final sizing shall
be based on the proposer’s calculations and site-verified conditions. City of Independence is
under the 2018 Uniform Plumbing Code.
Design Basis (Minimum)
Fixture load: Multi-stall commercial restroom. (4) water closets, (2) urinals, and (2)
lavatories.
Estimated wastewater profile: intermittent, low-volume domestic sewage.
Horizontal discharge distance: approximately 115 linear feet from collection box to
manhole.
Successful bidder must verify that the geometry is compatible with a gravity force sewer
to function.
Discharge Piping Requirements
Nominal pipe size: 4 inch
Acceptable materials include:
o SDR 35 PVC
o Schedule 40 PVC
Provide bedding and backfill suitable for pressure piping and frost protection per local
practice.
Install continuous tracer wire and detectable marking tape along the full length of all
non-metallic piping.
Piping installed at a depth of 32” minimum.
Valves, Appurtenances, and Controls
Clean out box installed on the discharge line at the bend to allow for maintenance
access. The box cap must be level with the concrete.
Replace existing collection box on south side of restroom with a cleanout compliant
with 2018 Uniform Plumbing Code.
Sewer Main Connection
Will be completed by the contractor. Must pass inspection from City building inspector.
Contractor responsible for exposing the main and backfilling per City Standards.
Contractor Qualifications
Proposers shall demonstrate:
Proper licensing and insurance in the State of Kansas
At least three (3) references for comparable projects completed within the last five
years

Revision of Request for Proposal
The City of Independence may elect to amend this RFP prior to the proposal due date. If it is
necessary to revise any part of this RFP, an amendment will be provided to all vendors of record
and posted online. Acknowledging the receipt of all issued amendments is required in all
proposals. In no case will the RFP be amended within seven (5) days of the proposal due date
unless the amendment includes an extension of time to allow five days between the
amendment and the proposal due date. The City will not be responsible for any additional costs
incurred as a result of said changes in the RFP.
Disclosure of Data
The content of all proposals, correspondence, addenda, memoranda, working papers, or any
other medium which discloses any aspect of the request for proposals process will be
considered public information when the award decision is announced. This includes all
proposals received in response to this RFP, both the selected proposal and the proposal(s) not
selected and includes information in those proposals which a bidder may consider to be
proprietary in nature. Therefore, the City makes no representation that it can or will maintain
the confidentiality of such information.

Terms and Conditions
The City reserves the right to reject any and all proposals submitted; to select one or more
responding parties; to void this RFP and the review process and/or terminate negotiations at
any time; to select separate responding parties for various components of the scope of
services; and to select a final party/parties from among the proposals received in response to
this RFP. Additionally, any and all RFP project elements, requirements and schedules are subject
to change and modification. The City also reserves the unqualified right to modify, suspend, or
terminate at its sole discretion any and all aspects of this RFP process, to obtain further
information from any and all responding parties, and to waive any defects as to form or content
of the RFP or any responses by any party. All subcontractors must be authorized by the City
prior to starting work.
This RFP does not commit the City to award a contract, defray any costs incurred in the
preparation of a response to this RFP, or contract for any services. All submitted responses to
this RFP become the property of the City as public records.
By submitting responses, each responding party acknowledges having read this RFP in its
entirety and agrees to all terms and conditions set out in this RFP. Responses shall be open and
valid for a period of ninety (60) days from the due date of this RFP.
