DESCRIPTION OF WORK: The Department of Defense Concessions Committee (DoDCC) intends to solicit interested vendors (through the competitive solicitation process) for a single follow-on License Agreement for a firm to operate and manage a retail baked goods store in designated space (approximately 1,156 sq. ft.) on the Concourse within the Pentagon in Arlington, VA. As a result, the DoDCC is inquiring to determine firms interested in this opportunity in response to a DoDCC issued solicitation anticipated to be released in May/June 2025.
Although the specific details of this requirement will be provided in the solicitation, the successful offeror will be required to manage and operate a retail baked goods store selling pre-packaged items, party and gift packages, associated retail items and provide all necessary décor, fixtures and equipment, etc., to manage and operate the retail store. There is no kitchen space or ability to manufacture the retail baked goods on-site. The proposed space is currently operating as an AT&T store through the middle of October 2025.
The base period of performance (PoP) will be five (5) years with two (2) five-year (5-year) option periods subject to mutual agreement.

All information pertaining to this announcement, including technical (or other) questions and answers will be provided to/through the Contracting Officer ONLY to ensure equal distribution of information to interested parties via the SAM.gov website at https://SAM.gov. Interested companies must submit an expression of interest and a statement of qualifications/experience (3-page limit) to the Contracting Office no later than May 2, 2025. The DoDCC anticipates issuance of the solicitation for this requirement in May/June 2025.
