There is no charge for plans and specifications.

Bidders must be on the Plan-holders list to submit a bid or receive any addenda. Out-of-area bidders may email requests to receive plans and specifications to, Purchasing@city.cleveland.oh.us . In the email request please include your company’s UPS Account number, full company’s name and address, company's contact / representative full name, contact telephone number, facsimile telephone number and email address. The UPS delivery charges for the plans and specifications will be billed to the bidder’s company UPS account number provided.

There will be a NON-MANDATORY Pre-Bid Meeting, Thursday, April 2, 2026 at 10:00 a.m. Via Microsoft Teams, to call into meeting dial 1-216-306-2628, Access code 939 279 024#.

Note: Bid must be delivered to the Office of the Commissioner of Purchases and Supplies, Cleveland City Hall, 601 Lakeside Avenue, Room 128, Cleveland, Ohio 44114 before 12 o’clock noon (Eastern Time).

File No. 36-26 - ADDENDUM #1
The Addendum is required to provide clarity due to contractor questions
1. REMOVE article 1 of Notice to Bidders in it's entirety and REPLACE with the
following:
"The Contract work shall be perf01med during the period of 24 months starting
from the date of the Notice to Proceed. The Contractor shall complete the work required under all
properly signed Task Orders issued, in full compliance with the specifications and shall be
acceptable to the City Engineer or designated person."
2. REMOVE article D-1.1 of Part D Standard Specifications in it's entirety and
REPLACE with the following:
"1) DESCRIPTION: This work is a service contract for the Sidewalk Trip Hazard
Remediation and Condition Survey for the City of Cleveland (City). The Contract time
will be for a period of two years (24 months)."
3. REVISE Pay item "Dl ITEM SPECIAL-HORIZONTAL SAWCUTTING COMPLETE
IN PLACE" in the Schedule and REPLACE with "Dl ITEM SPECIAL- LIP
REMEDIATION, COMPLETE IN PLACE"
Addendum No. 1 addresses the following questions.
1. Question: Is there an engineer's estimate for this project?
Answer: The engineers estimate is $1.4M
2. Question: Please confirm that the bid bond required for this project is 5%.
Answer: Per Part A Instruction to Bidders section A-7, the contractor needs to supply
a 5% bid bond or cashiers check with their bids for it to be deemed compliant.
3. Question: Can bid submissions be emailed to the City of Cleveland? If so, please
provide electronic submission instructions.
Answer: No bid submissions are sent physically to Purchasing and Supplies at City
Hall.
4. Question: Please confirm that the contract term is 24 months with up to two additional
12 month extensions (as noted on pages 5 and 50 in the contract specifications)?.
Answer: The contract term is for twenty four (24) months. There will be no extensions
to comply with the ordinance. Please see Addendum 1 for revised contract language.
5. Question: We are seeking clarification regarding the application of bid discounts associated
with CSB participation. Specifically, if a prime contractor includes a certified CSB
subcontractor for a portion of the work, how is the bid discount calculated for evaluation
purposes? For example, if the CSB participation represents 3% of the total bid amount, is the
evaluation credit applied as a direct percentage reduction (i.e., a 3% reduction to the total
bid for comparison purposes), or is a different calculation method used? Additionally, is
there a cap or formula that determines how subcontractor participation translates into the
final evaluated bid amount?
Answer: Section A-21 of the Instruction to Bidders has the necessary details to answer
these questions.
6. Question: Just to clarify you accept grinding? As I see the term saw cutting only in the
description. They are almost identical and both do that same task in getting rid of the raised
lip but just want to clarify.
Answer: Yes, the City will accept grinding. Please find revised schedule of items
attached modifying the pay item description to " D1 ITEM SPECIAL - LIP
REMEDIATION, COMPLETE IN PLACE"
7. Question: in section 1 I see "19,500 Units" for the sidewalk cutting/grinding. That is per
sidewalk slab? or is that 19,500 linear feet?
Answer: The unit is per location so if the sidewalk needs 2 cuts to make it ADA compliant
then the contractor will be paid for 2 locations.
8. Question: Will we be fixing slabs that are a part of a residents driveway? Are there any
stipulations about that regarding if once a sidewalk is ground down and now entering there
driveway perpendicular to the sidewalk it was created a lip since the sidewalk was repaired?
Answer: Sidewalk or driveway replacement is not part of this contract.
9. Question: who won the bid in 2024 and for how much? did they bid by linear foot or by
location?
Answer: American Grinding Company LLC was awarded the 2024 contract for $1,156,401.
The unit price was per location.
