REQUEST FOR PROPOSALS (RFP) No. 25-914-27: Employment & Income Verification Services
1.0 THE AGENCY’S RESERVATION OF RIGHTS. The Agency reserves the right to:
1.1 Right to Reject, Waive, or Terminate the RFP. Reject any or all proposals, to waive any
informality in the RFP process, or to terminate the RFP process at any time, if deemed
by the Agency to be in its best interests.
1.2 Right to Not Award. Not to award a contract pursuant to this RFP.
1.3 Right to Terminate. Terminate a contract awarded pursuant to this RFP, at any time for
its convenience upon ten (10) days written notice to the successful proposer(s).
1.4 Right to Determine Time and Location. Determine the days, hours, and locations that
the successful proposer(s) shall provide the services called for in this RFP.
1.5 Right to Retain Proposals. Retain all proposals submitted and not permit withdrawal
for a period of 60 days subsequent to the deadline for receiving proposals without the
written consent of HANO’s Contracting Officer (CO).
1.6 Right to Negotiate. Negotiate the fees proposed by the proposer entity.
1.7 Right to Reject Any Proposal. Reject and not consider any proposal that does not meet
the requirements of this RFP, including but not necessarily limited to incomplete
proposals and/or proposals offering alternate or non-requested services.
1.8 No Obligation to Compensate. Have no obligation to compensate any proposer for any
costs incurred in responding to this RFP.
1.9 Right to Prohibit. At any time during the RFP or contract process to prohibit any further
participation by a proposer or reject any proposal submitted that does not conform to
any of the requirements detailed herein.
1.10 Right to Reject Obtaining Competitive Solicitation Documents. HANO’s website
and Procurement Staff are the only official and appropriate means to obtain the RFP
documents (and any other information pertaining to this RFP such as addenda).
Accordingly, by submitting a response to this RFP the respondent thereby affirms that
he/she obtained all information on the website.
2.0
SCOPE OF WORK/TECHNICAL SPECIFICATIONS. The Housing Authority of New Orleans
(“HANO”), which serves over 22,000 residents through its federally assisted housing programs, is
soliciting proposals from qualified vendors to provide third-party income verification services for
approximately 22,000 assisted families. The services shall support initial eligibility
determination, annual reexaminations of income and family composition, and interim
reexaminations, in accordance with HANO’s Administrative Plan and applicable HUD
regulations, for the following programs: the Housing Choice Voucher Program (HCV), Project-
Based Voucher (PBV) Program, and Public Housing Program.

The selected vendor shall provide a secure, HUD- and HOTMA-compliant
system capable of verifying current and historical employment and income
information in support of HANO’s verification hierarchy. At a minimum,
employment and income verification results must include, where available:
Wages, bonuses, commissions, overtime, and other earned income
Hours worked
Pay frequency and pay period structure
Hire or start date
Termination date, if applicable
Gross and net pay amounts
Information regarding anticipated or scheduled pay increases
Employer name, address, and telephone number
The system must produce clear, audit-ready verification documentation
suitable for use in eligibility determinations, reexaminations, quality control
reviews, and HUD or independent audits, and should integrate with HANO’s
housing management system to minimize manual data entry and improve
processing efficiency. HANO currently uses the Emphasys Elite housing
management system.
General Requirements
(PLEASE NOTE: It is the responsibility of each proposer, but especially the eventual successful
proposer, to, prior to the submittal deadline during the period of time this RFP is posted, to inform
the Agency for its consideration of any of the following information that is, in the opinion of the
firm, inaccurate or ineffective.)
2.1.1 Qualified proposers must be able to access, or provide HANO access to, this income and
employment information utilizing Social Security Numbers. HANO must receive this
information within 24 hours of a request or HANO staff must be able to access the data upon
demand.
2.1.2 Income and employment verification services must be available at a minimum on Monday
through Friday from 8:00 am to 5:00 pm CST. The successful proposer will be required to
certify that each and every audit is performed in accordance with all applicable federal and
state laws and regulations.
3.0 PROPOSAL FORMAT.
3.1 Tabbed Proposal Submittal. The Agency intends to retain the Contractor pursuant to
a “Best Value” basis, not a “Low Bid” basis (“Best Value,” in that the Agency will, as
detailed within the following Section 4.0, consider factors other than just cost in making
