REQUEST FOR QUALIFICATIONS
The City of Pasadena, Texas is seeking Architectural and Engineering (A/E) Services to provide
design, bid and construction phase, project management services to complete the Senior Center
Facility Construction Project. The scope of services is further described below.
1. PROJECT INFORMATION/SCOPE OF SERVICES
The original Madison Jobe Senior Center was constructed in the early 1980s and is located in the
northeast portion of Pasadena. The current facility is a 9,258-sf facility. Madison Jobe Senior
Center is a recreation facility for active adults 50 years of age and older. It offers a variety of
free/low-cost activities, special events, classes, day trips, and many other fun programs! The
Facility offers a large dining room with a wooden dance floor, fitness center, computer lab, and
billiard room for daily entertainment.
PROJECT DESCRIPTION

The new proposed Senior Center is planned to be 12,000 to 15,000-sf, it will be constructed on a
new site on the south side of Pasadena. The new center will serve as a community gathering
place providing recreational, educational, wellness, social, and support services for older adults.
The facility is anticipated to include multipurpose meeting spaces with audio and video
capabilities, activity rooms i.e. card room, craft room, fitness and wellness areas, administrative
office, ride program office, front reception area with dedicated work space, dedicated area for six
cubicles, dining facilities, commercial style kitchen, billard room, dedicated storage area,
combination computer lab with copier space, pantry, laundry room with commercial washer and
dryer, outdoor gathering spaces, parking, and associated site improvements.
The selected consultant will work closely with the Owner and stakeholders to develop a facility
that is functional, accessible, sustainable, and responsive to current and future community needs.
Project budget and facility size will be determined during the planning and programming phase.

The selected firm shall provide all necessary professional services, including but not limited to
the following:
Design Phase
The consultant shall provide comprehensive architectural and engineering services including:
• Project programming and needs assessment
• Stakeholder and community engagement meetings
• Site evaluation and analysis
• Conceptual and schematic design
• Design development
• Construction documents

• Cost estimating and budget management
• Sustainability and energy-efficiency recommendations
• Coordination of all engineering disciplines, including:
• Civil Engineering
• Structural Engineering
• Mechanical Engineering
• Electrical Engineering
• Plumbing Engineering
• Landscape Architecture
• Code compliance review
• ADA accessibility compliance
• Permitting support and agency coordination

Bid Phase
The consultant shall assist the Owner during procurement and bidding activities, including:
• Preparation of bid documents
• Development of technical specifications
• Assistance with advertisement for bids
• Attendance at pre-bid conferences
• Responses to bidder questions
• Issuance of addenda
• Bid evaluation assistance
• Recommendation for contract award
Construction Phase
• Will attend pre-construction conference scheduled and lead by the City.
• Attend Weekly Construction progress meetings with the City and Contractor.
• Make one monthly visit to the project site.
• Review of contractor submittals and shop drawings
• Review and respond to Request for Information (RFI) to the City and the Contractor.
• Assist City in issuing Supplementary Instructions to the Contractor when necessary to
correct and clarify plans or specifications and to avoid potential problems identified by
the team. Consultant will work through City.

• Assist City with evaluating Contractor monthly invoices, change orders and cost
proposals, including changes by RFI’s.
• Quality assurance and compliance monitoring
• Punch list preparation and verification
• Attend Final Inspections to verify all punch list items and verify that the contractor has
corrected them all.
• Prepare, seal, and submit the record drawings to the OWNER within 30 days of receipt of
contractor’s redline as built.
• Final inspections
• Project closeout assistance
Project Management
The consultant shall provide overall project management services including:
• Project scheduling and coordination
• Budget monitoring and reporting
• Stakeholder communication
• Risk management
• Quality control/quality assurance
• Coordination with regulatory agencies
