Competitive Best Value Bid: PROVIDE STUDENT ATHLETIC ACCIDENT/INJURY INSURANCE
I. SCOPE OF SOLICITATION
ACQUIRE SERVICES: The purpose of this solicitation is to acquire services complying with
the enclosed description and/or specifications and conditions.
The purpose of this Competitive Best Value Bid (CBVB) is to allow factors other than price to
be considered in the determination of award to provide Student Athletic Accident/Injury
Insurance. The evaluation criterion is set forth in this section VI Award.
The District is seeking a vendor that can provide student athletic accident insurance coverage
for middle and high school students (grades 7-12) participating in District-sponsored
interscholastic athletic activities.
Offerors are advised to carefully review this solicitation in its entirety prior to preparing and
submitting a proposal. Proposals that fail to follow the required format, omit any minimum
requirements (including required documentation and certifications), or are not submitted by
the specified due date and time will not be considered.
MAXIMUM CONTRACT PERIOD – ESTIMATED: ( Multi-Term Contract) [July 1, 2026 –
June 30, 2027] Any resulting contract will begin on the date specified in the notice to award.
INITIAL CONTRACT PERIOD: The effective date of this contract is the first day of the
maximum contract period as specified on the final statement award. The “initial term” of this
agreement is one (1) year, effective date with four (4) additional one-year options to extend.
Regardless, this contract expires no later than the last date stated on the final award
statement.
OPTION TO RENEW: At the end of the initial term, and the end of each renewal term, this
contract shall automatically renew for a period of one year unless the contractor receives
notice that the District elects not to renew the contract at least thirty (30) days before the date
of renewal. Regardless, this contract expires no later than the last date on the final award
statement.

Richland County School District One
Ideally located in the center of the Palmetto State and just a short drive from the mountains

Columbia, South Carolina’s capital city. With more than 21,000 students enrolled, Richland

II. INSTRUCTIONS TO OFFEROR – A. GENERAL INSTRUCTIONS
DEFINITIONS, CAPITALIZATION, AND HEADINGS CLAUSE HEADINGS USED IN THIS
SOLICITATION ARE FOR CONVENIENCE ONLY AND WILL NOT BE USED TO
CONSTRUE MEANING OR INTENT. EVEN IF NOT CAPITALIZED, THE FOLLOWING
DEFINITIONS APPLY TO ALL PARTS OF THE SOLICITATION, UNLESS EXPRESSLY
PROVIDED OTHERWISE.
AMENDMENT means a document issued to supplement the original solicitation document.
AUTHORITY means the Richland County School District One Board of School Commissioners
and its successors in interest.
BUSINESS means any corporation, partnership, individual, sole proprietorship, joint stock
company, joint venture, or any other legal entity.
CHANGE ORDER means any written alteration in specifications, delivery point, rate of
delivery, period of performance, price, quantity, or other provisions of any contract
accomplished by mutual agreement of the parties to the contract.
CONTRACT means all types of Richland County School District One’s agreements,
regardless of what they may be called, for the procurement or disposal of supplies, services,
equipment or construction.
CONTRACT MODIFICATION means a written order signed by the Procurement Officer,
directing the contractor to make changes which the clause of the contract TITLED “Changes,
“if included herein, authorizes the Procurement Officer to order without the consent of the
contractor.
CONTRACTOR means the Contractor receiving an award as a result of this solicitation.
COVER PAGE means the top page of the original solicitation on which the solicitation is
identified by number. Contractors are cautioned that amendments may modify information
provided on the Cover Page. DISTRICT means Richland County School District One.
OFFER means the bid, quote or proposal submitted in response this solicitation. The terms
Bid and Proposal are used interchangeably with the term Offer.
OFFEROR/CONTRACTOR means the single legal entity submitting the offer. The term Bidder
is used interchangeably with the term Offeror/Contractor. See bidding provisions entitled
Signing Your Offer and Bid/Proposal As Offer To Contract.
