General Notice
[Mountain Top Public Water Authority] is requesting Bids for the construction of the following Project:[MTPWA System Upgrades & Extensions Contract 1]
Bids for the construction of the Project will be received at the office of Mountain Top Public Water Authority located at 1200 Heber Springs Rd. S., Heber Springs, Arkansas 72543, until April 7, 2026 at 2:00 p.m. local time. At that time the Bids received will be “publicly” opened and read.
The Project includes the following Work:
Waterline Extensions of approximately 43,375 feet of 12”, 8”, 6”, 4” and 2”, New Meter Settings, Tank Vaults and Valves, and appurtenances for a complete project.
Bids are requested for the following Contract: MTPWA System Upgrades & Extensions Contract 1
Owner anticipates that the Project’s Best Guess total bid price will be approximately $1,134,000. The Project has an expected duration of 425 days.
Obtaining the Bidding Documents
The Issuing Office for the Bidding Documents is:
Brock Engineering, 95 Evergreen Dr., Heber Springs, Arkansas 72543
Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 a.m. to 4:00 p.m., and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a deposit of $200 for each set. No refunds.
Bidding Documents may be purchased from the Issuing Office during the hours indicated above. Cost does not include shipping charges. Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery service. The shipping charge amount will depend on the shipping method chosen. Bidding Documents are available for purchase in the following formats: Bidding Documents (including Full-Size Drawings) Cost - $200
Pre-bid Conference
A pre-bid conference for the Project will be held per request by the bidding Contractor. The Engineer will be available for a conference and a time and date shall be established with each Contractor per request. Attendance at a pre-bid conference is encouraged but not required.

American Iron and Steel
Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.
The following waivers apply to this Contract:

Minor Components,
Pig iron and direct reduced iron.
