1. Purpose
The North Country Rural Development Coalition (NRDC), serving as grant administrator for a CDBG Imminent Threat award, is soliciting proposals from qualified historic-preservation consultants to complete
SHPO and Section 106 environmental review coordination
for the
demolition of one blighted structure listed on or eligible for the National Register of Historic Places
.
The consultant will prepare, submit, and manage all documentation through the
New York State Historic Preservation Office (SHPO)
via the
CRIS
portal to obtain written clearance authorizing demolition in compliance with
24 CFR Part 58
and
36 CFR Part 800
.
2. Project Background
The property has been declared an
imminent public safety hazard
and is slated for demolition with
CDBG Imminent Threat funds
.
Because federal funding is involved and the property is historically significant, the project requires
Section 106 consultation
and coordination with
SHPO
prior to any demolition activity or obligation of funds.
3. Scope of Work
The selected consultant will:

Prepare and Submit CRIS Review Request
-
Collect and organize all required documentation: photographs (all elevations), maps, tax parcel data, historical narrative, and structural reports.

Draft and submit a
Project Review Request
via CRIS identifying the undertaking as a
federally funded CDBG Imminent Threat demolition
.
Coordinate with SHPO and HUD Responsible Entity
-
Respond to SHPO inquiries, provide supplemental data, and coordinate with NRDC and the municipal Responsible Entity under 24 CFR 58.
-
If requested, prepare
effect determination
and assist with consultation language for the Environmental Review Record (ERR).
Mitigation Documentation (if required)

Prepare Level II HABS/HAER-style photo recordation, measured drawings, or narrative per SHPO guidance.

Submit all deliverables in digital and hard-copy form suitable for SHPO acceptance.
Obtain Final SHPO Clearance

Secure a formal
“No Adverse Effect”
letter or
Memorandum of Agreement/Letter of Resolution
.

Provide NRDC with a complete CRIS record copy and summary memo for ERR inclusion.

6. Proposal Requirements

10. General Conditions
This procurement is subject to HUD and NYS CDBG requirements, including 24 CFR Part 85 and Part 58. NRDC reserves the right to reject any or all proposals, to negotiate with qualified proposers, and to make an award in the best interest of the program.
MWBE and Section 3 Participation Minority and Women-Owned Business Enterprise (MWBE) Participation
In accordance with the
New York State Executive Law Article 15-A
, the North Country Rural Development Coalition (NRDC), acting on behalf of the Town of Ticonderoga, strongly encourages participation of certified
Minority- and Women-Owned Business Enterprises (MWBEs)
in all public contracts.

MWBE firms that are NYS-certified through
Empire State Development’s Division of Minority and Women’s Business Development (DMWBD)
are encouraged to submit proposals either as prime consultants or as subcontractors.

Respondents should indicate their MWBE status in the proposal and identify any certified MWBE subcontractors to be utilized, including their NYS certification number.

NRDC reserves the right to require documentation of MWBE utilization as a condition of award or payment.
Section 3 Requirements
This project is funded in part by the
U.S. Department of Housing and Urban Development (HUD)
through the
Community Development Block Grant (CDBG) Program
, and is therefore subject to
Section 3 of the Housing and Urban Development Act of 1968 (12 U.S.C. 1701u)
and implementing regulation
24 CFR Part 75
.

Section 3 requires that, to the greatest extent feasible, employment and contracting opportunities arising in connection with this project be directed to
low- and very-low-income persons
, particularly those residing in the project area, and to
Section 3 Business Concerns
.

Firms submitting proposals are encouraged to identify and promote opportunities for Section 3 residents and businesses.

The selected consultant will be required to complete
Section 3 Certification Forms
and to report any hiring, subcontracting, or training opportunities created as a result of this contract.
