The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering and fleet support organization for the Navy’s ships, submarines, military watercraft and unmanned vehicles. This requirement is for NSWCPD Code 422, which is responsible for execution of the Submarine Diesel Readiness & Sustainment Program. In support of NSWCPD’s mission as US Navy Submarine EDG ISEA, this Statement of Work (SOW) describes services to be applied via task orders (TOs) detailing specific support requirements within the scope of this SOW to assist NSWCPD with effective ISEA mission execution. The overall scope of this SOW is to provide US Navy Submarine EDG OEM services to perform damage assessment and failure analysis efforts, develop repair specifications based on failure analysis and damage assessment efforts, and provide emergent technical support on US Navy Submarine EDG diesel engines and support systems. This support is applicable to the following ship classes:
The contractor shall provide all services, personnel, facilities, expertise, supplies and parts/materials necessary to effectively execute the tasks listed herein.
The RFP is anticipated for release in May of Fiscal Year (FY) 2025, with award anticipated in October of FY 2026.
Award is anticipated of a hybrid Cost-Plus-Fixed-Fee (CPFF) and Firm-Fixed-Price (FFP), Indefinite-Delivery, Indefinite Quantity (IDIQ) type contract with estimated period of performance to be a five years.
