LEGAL NOTICE – INVITATION TO BID CITY OF TRUMANN, ARKANSAS
The City of Trumann, Arkansas is accepting sealed bids for the replacement and installation of LED sports field lighting at the Trumann Sports Complex located at 16179 Pecan Grove Ln, Trumann, Arkansas.
The project consists of furnishing and installing LED lighting fixtures and associated equipment on sixteen (16) existing 80-foot light poles serving four fields (three softball fields and one baseball field). The existing system currently contains eighty-four (84) fixtures. Due to improved LED efficiency, fewer fixtures may be proposed; however, the lighting system must meet the required illumination standards of 30 footcandles in the infields and 20 footcandles in the outfields.
The project will include all materials, equipment, labor, removal of existing fixtures, installation of new LED fixtures, and system setup. The lighting system must include both app-based controls and manual controls.
This project is funded in part with federal funds and is therefore subject to the requirements of the Davis-Bacon Act (40 U.S.C. §3141 et seq.). Contractors and subcontractors shall comply with all federal prevailing wage requirements, and wages paid shall not be less than those established by the U.S. Department of Labor for the applicable classifications. Contractors will also be required to comply with all applicable federal labor standards and reporting requirements.
Bidders must comply with all applicable Equal Employment Opportunity (EEO) requirements and shall not discriminate against any employee or applicant for employment because of race, color, religion, sex, national origin, age, disability, or other protected status.
To the extent applicable, contractors must also comply with the requirements of Section 3 of the Housing and Urban Development Act of 1968, which encourages the employment and training of low- and very low-income persons and the use of businesses located in or owned by persons residing in the project area.
This project is also subject to the Build America, Buy America Act (BABA) requirements. To the extent applicable, all iron, steel, manufactured products, and construction materials used in the project shall be produced in the United States unless a waiver has been granted in accordance with federal law.
Sealed bids must be received no later than 10:00 A.M. on April 28, 2026, at which time bids will be publicly opened and read aloud.

The City of Trumann reserves the right to reject any or all bids, waive any informalities, and accept the bid deemed to be in the best interest of the City.
