FOR RENOVATION FOR 316 MAIN STREET – PHASE 2
The City of Pine Bluff, Arkansas, will receive bids for the Renovation of 316 Main Street Project – Phase 2 for the City of Pine Bluff until 2:00 p.m., Tuesday, March 31, 2026 in the office of the City Clerk, Room 202, City Hall, 200 East Eighth Avenue, Pine Bluff, Arkansas, 71601, at which time and place, all bids will be publicly opened and read aloud.

Electronic contract documents may be obtained from the Office of the Architect.
A certified check or bank draft, payable to the order of the City of Pine Bluff, Arkansas, negotiable U.S. Government Bond (at per value) or satisfactory Bid Bond executed by the bidder and an acceptable surety in an amount equal to five percent (5%) of the total of bid shall be submitted with each bid.
Attention is called to the fact that not less than minimum salaries and wages for each job classification, as set forth in the contract Documents, must be paid on the project, and that the Contractor must ensure that employment and applicants for employment are not discriminated against because of their race, color, religion or handicaps. Attention is called to the “Bid Condition and Affirmative Action Requirements”, which are a part of the Contract documents as required by the Department of Labor.
Also, Executive Order 11246 requires the bidder to submit with US HUD-4238-CO-1 (Certification of Bidder Regarding Equal Employment Opportunity); The failure of the bidder to submit as part of his bid the signed certification will render the bid nonresponsive and shall be grounds for rejection. It is also required that the contractor obtain similar certifications from subcontractors prior to the award of the subcontractors. forms of certification will be furnished to the bidders for execution and submission, along with the other bidding documents. Attention is called to the requirements of Section 3. Compliance with the Provisions of Training, Employment and Business Opportunities, as set forth in 24 CFR 135,20(b) which is also a part of the contract documents and the compliance statement to be submitted with the bid.
The City reserves the right to reject any or all bids or to waive any informalities in bidding.
Foreign contracting companies and foreign owned companies not approved by USTR are not allowed to bid.
Bids may be held by the City for a period not to exceed thirty (30) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualification of bidders prior to awarding of the contract.
