Description: The New York State Office of Mental Health (OMH) is committed to investing in community-based services that will reduce the demand for psychiatric hospitalization and long lengths of stay in inpatient settings. Based on the need for congregate housing opportunities to support this mission, OMH is announcing the Reallocation of a Community Residence (CR) in Oneida County Request for Proposals (RFP) for the redevelopment and operation of an eight (8) unit program for individuals recovering from a serious mental illness (SMI). All housing units target adults with serious mental illness or who have a co-occurring substance use disorder. OMH intends to fund a project that can demonstrate an ability to provide the appropriate need-based CR Housing services and will be able to complete the capital project in a timely manner. The awardee will need to identify a new site for the CR. Both capital funding for the development of the project and operating funding will be available to the selected applicant. Capital project costs will be developed by the selected applicant and the OMH Bureau of Housing Development and Support after further analysis of the project. Capital funding will be subject to approval by the New York State Division of the Budget (DOB) and Office of the State Comptroller (OSC). Agencies who do not require capital may apply for operating funding only.
