MAUMELLE PUMP STATION IMPROVEMENTS
Sealed bids addressed to the North Little Rock Wastewater Treatment Committee acting by and through North Little Rock Wastewater, will be received at the Engineering Training Room, North Little Rock Wastewater, 7400 Baucum Pike, P.O. Box 17898, North Little Rock, Arkansas 72117 until 2:00 pm, on Thursday, April 16, 2026 and then publicly opened and read aloud for furnishing all labor and material and performing all Work required to construct Maumelle Pump Station Improvements Project.
A mandatory pre-bid conference will be conducted at 10:00 am CST on Wednesday, April 1, 2026, at the Maumelle Treatment Plant, 420 Cogdell Drive, Maumelle, Arkansas 72113. A site walkthrough will be conducted immediately following the pre-bid meeting.
The scope of the project consists generally of the construction of headworks, electrical building, wet well/pump station, yard piping, and demolition of existing pump stations.
Any contract or contracts awarded under this invitation for bids will be subject to the requirements of the Arkansas State Revolving Fund (SRF) Program requirements as described in the contract documents.
Contractor’s Bid shall be accompanied by a cashier’s check or certified check upon a national or state bank in an amount not less than five (5) percent of the total maximum Bid Price, payable without recourse to the North Little Rock Wastewater, or a Bid Bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a Contract and execute Performance and Payment Bonds within ten (10) days after Notice of Award of Contract. The Contingent Notice of Award of Contract shall be given by the Owner within ten (10) days following the opening of Bids. All bids are subject to the conditions of Section 00100 Information for Bidders of the Contract Documents.
The successful Bidder must furnish a Performance Bond and Payment Bond upon the forms provided, each in the amount of One Hundred (100) Percent of the Contract Price from an approved surety company holding a permit from the State of Arkansas to act as surety, or other surety or sureties acceptable to the Owner.
All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, or national origin. Bidders on this work will be required to comply with the President’s Executive Order 11246, as amended. The requirements for Bidders and Contractors under this order are explained in the specifications.
Bidders are cautioned that Bids for this Project are subject to compliance with Arkansas Law for construction of Public Works as found in Arkansas Code Annotated 22-9-101, etc. The Bidder shall thoroughly acquaint himself and comply with the provisions of these Acts.
Each Bidder must comply with the requirements, terms, and conditions of the Arkansas Natural Resources Division, the Disadvantaged, Minority and Women Business Enterprise (DBE/MBE/WBE) requirements, the Consolidated Appropriations Act of 2014 (Public Law 113-76) including the “American Iron and Steel (AIS)” requirement, Labor Standards, and Equal Employment Opportunity provisions during the performance of this contract. The Bidder commits itself to the requirements for the participation contained herein and all other requirements, terms, and conditions of these bid conditions by submitting a properly signed Bid. Each requirement listed above for the SRF programs is in the Supplemental Conditions in the Contract Documents.
Attention is also called to the requirements of the DBE/MBE/WBE requirements of the contract documents. The Contractor is required to take the affirmative steps to assure that disadvantaged, minority, and women business enterprises (DBE/MBE/WBE) are used when possible as sources of materials, supplies, equipment, construction activities, and professional services. The apparent low bidder will, as a condition of contract award, be required to document to the Owner and to the Arkansas Natural Resources Division that affirmative steps were taken in the preparation of bids to obtain DBE/MBE/WBE participation.
Proposals will be considered on the basis of cost, the bidder’s financial responsibility, their equipment, and their past performance in completing similar work. No bidder may withdraw their bid within 75 days after the actual date of opening thereof. The right is reserved, as the interest of the Owner may require, to reject any or all Bids and to waive any informality in Bids received. Bidders must be licensed in compliance with the Arkansas Contractor’s Licensing Law found in Arkansas Code 17-25-101, etc.
