Lee County is administering a Community Development Block Grant - Neighborhood
Revitalization (CDBG-NR) program funded by the NC Department of Commerce, Rural
Economic Development Division. As part of this program, the County may require the
services of a certified firm to perform lead-based paint inspections and risk assessments
prior to the rehabilitation of each unit; perform a clearance inspection following
rehabilitation; and provide other lead sampling/testing (if any) requested by the
Construction Inspector during construction. These services will support the
rehabilitation of up to three (3) residential structures located within Lee County. The
County anticipates issuing a Notice to Proceed within approximately 30 days of award
and contract execution.
All inspection and assessment work must be completed in conformance with 24 CFR
Part 35 (Final HUD Rule on Lead-Based Paint Hazards) and all applicable state and
federal standards required by the North Carolina Department of Health and Human
Services, Health Hazards Control Unit, as stated in the NC Lead-Based Paint Hazard
Management Program (LHMP) Rules 10A NCAC 41C, Section .0900 and 40 CFR 745,
Subpart L. Completed inspection, risk assessment, and clearance reports shall be
submitted to the County's designated Project Manager.
If your firm is interested in providing services to Lee County for this program, the
County requires a letter of interest including your rate schedule for lead-based paint
inspection, risk assessment, and clearance services. Since the County will require a
quick turnaround for inspections, please also indicate your firm's average response time
for completing inspections and submitting reports following a Notice to Proceed. Proof
of current North Carolina certification for lead-based paint inspectors and risk assessors,
as well as applicable insurance coverage, should be included.
Sealed bids will be accepted by the Lee County Finance Office until July 7, 2026, at
5:00 PM. Please note that two complete bid packages must be submitted. If

only one bid package is submitted, the bid will be rejected. Both bid packages may be
submitted in one envelope. Digital submissions are not allowed.
Bids should be labeled "Lead-Based Paint Services Proposal" and mailed or hand
delivered to:
