Security Access Control Bid 2025
Description:

Albert Einstein College of Medicine ("Owner"), is asking for proposals from qualified contractors that have all licenses, permits, etc. needed to complete all the work described in the Contract Documents, including all labor necessary to perform and complete such construction at the Albert Einstein College of Medicine.

Responses must be received by Thursday, December 4th, 2025, at 5:00 PM EST. Any responses received after this time and date will not be considered and if received will be returned unopened.

There will be a MANDATORY pre-bidder meeting and walk through on Tuesday, November 18th, 2025, at 10:00 AM EST located at Albert Einstein College of Medicine, 1300 Morris Park Avenue, Bronx, New York 10461. Please meet me in the Forchheimer Lobby at 9:45 AM and we will continue to the premises. Any bidder that submits a bid and does not attend the pre-bid conference, their bid will be considered a “no bid” and it will be returned unopened.

It is the policy of Einstein that Women Owned Businesses, Minority Owned Businesses, Veteran Owned Businesses, Service-Disabled Veteran Owned Small Businesses, Small Businesses, Small-Disadvantaged Businesses, Small Businesses located in HUB Zones, collectively referred to as "Diversity Businesses", be afforded the maximum practicable opportunity to supply products and services to the College. The College, through Procurement, actively encourages participation by Diversity Businesses in its purchasing programs, and in accordance with Federal guidelines, seeks to include Diversity Businesses in the competitive bidding process and use them to the extent possible. The College, through Procurement, works to assist Diversity Businesses with the challenges of meeting the College's business and procurement requirements. This solicitation is not an offer by the Owner to enter a contract and is not an offer which can be accepted by the contractor to form a contract. No offer made in response to the terms and conditions of this RFP may include any terms or conditions which can bind the Owner to any contractual agreement until such time as the contract has first been awarded by the Owner to the qualified contractor who meets the requirements and criteria set forth in this RFP and is accepted and fully executed and sealed by the Owner. The Owner reserves the right to reject all proposals and to waive technicalities as considered to be in the best interest of the Project. The Owner reserves the right to request more information from contractor(s) as considered necessary to analyze proposals.

Instructions for Bidders (please read carefully)

  1. Bids must be submitted via Jaggaer (EPro) Sourcing website. If you are having issues accessing the site, please contact Jaggaer (Epro) at 800-233-1121 for assistance. The Procurement Services Department is unable to aid with Jaggaer (Epro).
  2. Bids received after the time for closing will be considered a no-bid and will remain unopened.
  3. Bidders may withdraw bids at any time prior to the time and date set for opening.
  4. No department, school, or office, other than Procurement Services at the College, has the authority to ask for official bids. All solicitation is performed under the direct supervision of the Associate Vice President and in complete accordance with college policies and procedures.
  5. The College reserves the right to conduct discussions with bidders, and to accept revisions of bids, and to negotiate details. The College will not show any information derived from bids submitted or from discussions with other bidders.
  6. Bidders submitting bids which meet the selection criteria, and which considered to be the most advantageous to the College may request to give an oral presentation to a selection committee. The Procurement Services Department will do scheduling of these oral presentations.
  7. Award will be made to the responsible bidder whose bid is determined to be the most helpful to the College taking into consideration the evaluation factors in the solicitation. Price, although a consideration, will not be the sole determining factor.
  8. Bids must be submitted in this format. Bids in any other form are considered informal and will be rejected. Conditional bids will not be considered.
  9. The College reserves the right to reject any or all bids or any part thereof, or to accept any bid, or any part thereof, or to withhold the award and to waive irregularities in any bid when it decides that it is in its best interest to do so. The College also reserves the right to hold all bids for a period of sixty (60) days after the opening date and the right to accept a bid not withdrawn before the scheduled bid opening date.
  10. If no proposal is to be submitted, please respond “NO BID” on Jaggaer (Epro) Sourcing website.
  11. Failure to submit a proposal or respond may be cause for removal of your firm from the mailing list on future solicitations for related products or services.
