Apex Ada v4.4 & v5.0

The Commander Fleet Readiness Centers (COMFRC) Procurement Group, Patuxent River, MD 20670 hereby gives notice of their intent to award a purchase order to PTC Inc., 121 Seaport BLVD Boston, Massachusetts 02210-2050 (Cage Code: 0K0D7) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1)(i), only one source reasonably available and no other supplies or services will satisfy agency requirements.

The Commander Fleet Readiness Center (COMFRC) Southwest has a requirement for the MH60RS software support stand-up Mission Software Fleet Support Team (MSFST) and has been tasked to procure and maintain software. The Original Equipment Manufacturer (OEM), Lockheed Martin, is currently using the software. PTC Apex Ada v4.4 for Solaris/SPARC and PTC Apex Ada v5.0 for Linux/Intel targeting LynxOS / PowerPC are currently being used for the older and newer releases of the MH60RS software. The Apex Ada v4.4 and v5.0 needs to be procured with 1 year of annual software support, with keys provided for each version broken out as below.

PTC, Inc. is the only known qualified source capable of satisfying the Government's specific requirements and mission for this procurement. The developer of the PTC Apex Ada v4.4 and PTC Apex Ada v5.0 software does not utilize third party vendors to perform software upgrade and maintenance. It is imperative that we obtain this software from this sole source vendor (PTC). PTC Apex Ada Developer is the only compiler that can compile the MH60RS Airborne Operational Program (AOP) software. Any inability to procure this software would cause an unacceptable delay in the MH-60RS maintenance cycle. For this reason, the Government intends to procure these products on a sole source basis from PTC, Inc. (CAGE Code: 0K0D7).

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within two (2) calendar days after the date of the publication of this synopsis, will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
