NOTICE OF INTENT TO SOLE SOURCE:
IAW FAR 5.101 this notice is to advise the public that The Department of Veterans Affairs, Regional Procurement Office East (RPOE), Network Contracting Office 4, intends to award a sole source, Firm-Fixed-Price contract pursuant to FAR 13.106-1(b)(2) to Fujifilm Healthcare Americas Corporation (HCUS) located at 81 Hartwell Ave, Ste 300, Lexington, MA, 02421, for a single year requirement. The Philadelphia VA Medical Center (VAMC) requires Synchronicity Picture Archiving Communications System (PACS) implementation, licensing, and training. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS or QUOTATIONS.
Responsible sources that believe they can meet the requirements may give written notification by submitting capability information that clearly demonstrates the capability to perform all required work and applicable certifications/licenses for the Hardware/Software. Capability information is required prior to the response due date and time, to establish the ability of the source to meet this requirement. Capability information should not be a generic mission statement or marketing material. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements and must include relevant corporate experience along with the applicable contract number, total contract dollar amount, contract period of performance, details of the relevant services and customer point of contact with corresponding telephone number and email address.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.

Statement of Work (SOW) STATEMENT OF WORK FOR POINT OF CARE (POC) SYNAPSE SYNCHRONICITY PICTURE ARCHIVING AND COMMUNICATION SYSTEM (PACS)

Philadelphia VAMC requires an ultrasound PACS image storage system for the hospital s point-of-care ultrasounds. Synapse Synchronicity software communicates with point-of-care (POC) ultrasound devices via Digital Imaging and Communications in Medicine (DICOM) and Customer's Patient Registration/Electronic Medical Record (EMR) systems via Health Level 7 (HL7). The Synchronicity system integrates with the Veterans Health Information Systems and Technology Architecture (VistA) to provide a long-term contingency. This is an image storage and interface solution for the hospital that fills a current gap for ultrasound image review and storage in Critical Care (CC), Interventional Radiology (IR), and the Emergency Department (ED). Without an ultrasound image storage system, the VA has no long-term storage solution for POC health history and image records from procedural cases (i.e. needle guided procedures). Additionally, these records provide documentation support for any potential legal challenges due to patient care.
Project Scope
The Contractor shall provide application licensing, installation, and training of staff on the Synchronicity PACS system. Contractor will be required to coordinate with Biomedical Engineering staff on system setup, system configuration, interface testing, and necessary clinical training for a fully functioning Ultrasound POC PACS system. The Contractor will include all labor, software, software licenses, and training to deploy the system specified herein.
Compatibility
Must integrate with VistA Computerized Patient Record System (CPRS) via HL7 & VistA Imaging via DICOM
Must integrate with Philadelphia VA Medical Center s (VAMC) existing ultrasounds See Appendix A for inventory.
There must be no limit to the number of ultrasounds that can be connected to the system.
Software must be compatible with existing Office of Information and Technology (OI&T) workstation hardware.
Software must be Microsoft Windows 10 and Microsoft Windows 11 compatible.
Application server software must be Microsoft Windows Server 2019 or higher.
Specifications
All software will be hosted within a server based virtual environment and necessary OI&T workstation hardware.
Installation and support shall be provided remotely via Microsoft Teams screen sharing method and will be carried out using VA Non-Mail Enabled Accounts (NMEA)
Software application and version must be most current version available (version 1.3 or higher) and approved on the VA Technical Reference Model (TRM)
Management Software Licenses:
All licenses included under this contract scope shall be for a minimum of one year:
Includes Workflow Manager Core License (1)
Includes Workflow Manager Emergency Department License (1)
Includes Workflow Manager Critical Care License (1)
Includes Workflow Manager Interventional Radiology License (1)
Includes HL7 Interfaces Core License (1)
There shall be no restriction on end-user instances. The licenses included are enterprise style with no limit to workstation endpoints.
Software must fully function with the following Virtual Machine (VM) resource allocations:

Operating System: Windows Server 2019 or higher (must be a Microsoft supported version)
Virtual Processors: 12 (or lower)
Memory: 32 to 64 GB
Hard Drive Provisioning: Must not exceed 2.6 TB of storage

Operating System: Windows Server 2019 or higher (must be a Microsoft supported version)
Virtual Processors: 8 (or lower)
Memory: 16 to 32 GB
Hard Drive Provisioning: Must not exceed 800 GB of storage
Database Server:
Operating System: Windows Server 2019 or higher (must be a Microsoft supported version)
Virtual Processors: 4 (or lower)
Memory: 8 to 16 GB

Any training material and/or user guides shall be included
Warranty:
Must include one-year minimum of software support and licenses.
Technical support center must be available 24/7, 365 days with a single point of contact for software support.
Support contact method and information shall be provided by Contractor at time of go-live.
Must include software updates and enhancements during the annual warranty period.
Software updates and enhancements will be coordinated by Biomedical Engineering staff to avoid impacts to patient care.
Installation
Deployment services are included within this contract for the specified system. All installation services covered under this contract are to be completed remotely. No on-site services are included under this contract scope.
Installation services shall ensure complete usability of system to OEM specifications at completion of go-live and at a minimum contain the following:
Project management
Software installation on production and test servers
Activation of all required licenses
Implementation and testing of HL7 interface with Vista CPRS
Upon contract award, the Contractor must provide a project manager point of contact for contract kick-off to the Program Point of Contact (POC). The Contractor will work with Biomedical Engineering staff to provide any additional documentation required and coordinate the necessary tasks for deployment of the software. Installers providing labor services must be Original Equipment Manufacturer (OEM) trained.
All installation services will be provided remotely via Microsoft Teams through screen share session with Biomedical Information Systems Specialists (BISS) through use of elevated privilege accounts. Vendor is not authorized to remotely connect to system via a Site-to-Site (S2S) tunnel or Citrix Access Gateway.

Must integrate with VistA Computerized Patient Record System (CPRS) via HL7 & VistA Imaging via DICOM
Must integrate with Philadelphia VA Medical Center s (VAMC) existing ultrasounds See Appendix A for inventory.
There must be no limit to the number of ultrasounds that can be connected to the system.
Software must be compatible with existing Office of Information and Technology (OI&T) workstation hardware.
Software must be Microsoft Windows 10 and Microsoft Windows 11 compatible.
Application server software must be Microsoft Windows Server 2019 or higher.
Specifications
All software will be hosted within a server based virtual environment and necessary OI&T workstation hardware.
Installation and support shall be provided remotely via Microsoft Teams screen sharing method and will be carried out using VA Non-Mail Enabled Accounts (NMEA)
Software application and version must be most current version available (version 1.3 or higher) and approved on the VA Technical Reference Model (TRM)
Management Software Licenses:
All licenses included under this contract scope shall be for a minimum of one year:
Includes Workflow Manager Core License (1)
Includes Workflow Manager Emergency Department License (1)
Includes Workflow Manager Critical Care License (1)
Includes Workflow Manager Interventional Radiology License (1)
Includes HL7 Interfaces Core License (1)
There shall be no restriction on end-user instances. The licenses included are enterprise style with no limit to workstation endpoints.
Software must fully function with the following Virtual Machine (VM) resource allocations:
Production Application Server:
Operating System: Windows Server 2019 or higher (must be a Microsoft supported version)
Virtual Processors: 12 (or lower)
Memory: 32 to 64 GB
Hard Drive Provisioning: Must not exceed 2.6 TB of storage
Test Application Server:
Operating System: Windows Server 2019 or higher (must be a Microsoft supported version)
Virtual Processors: 8 (or lower)
Memory: 16 to 32 GB
Hard Drive Provisioning: Must not exceed 800 GB of storage
Database Server:
Operating System: Windows Server 2019 or higher (must be a Microsoft supported version)
Virtual Processors: 4 (or lower)
Memory: 8 to 16 GB
Hard Drive Provisioning: Must not exceed 800 GB of storage
Microsoft SQL Server 2019 Standard (SQL license provided by VA)
Test Database Server:
Operating System: Windows Server 2019 or higher (must be a Microsoft supported version)
Virtual Processors: 4 (or lower)
Memory: 8 to 16 GB
Hard Drive Provisioning: Must not exceed 800 GB of storage
Microsoft SQL Server 2019 Standard (SQL license provided by VA)
Training:
Must include remote clinical applications training (8 super-users at a minimum)
Any training material and/or user guides shall be included
Warranty:
Must include one-year minimum of software support and licenses.
Technical support center must be available 24/7, 365 days with a single point of contact for software support.
Support contact method and information shall be provided by Contractor at time of go-live.
Must include software updates and enhancements during the annual warranty period.
Software updates and enhancements will be coordinated by Biomedical Engineering staff to avoid impacts to patient care.
Installation
Deployment services are included within this contract for the specified system. All installation services covered under this contract are to be completed remotely. No on-site services are included under this contract scope.
Installation services shall ensure complete usability of system to OEM specifications at completion of go-live and at a minimum contain the following:
Project management
Software installation on production and test servers
Activation of all required licenses
Implementation and testing of HL7 interface with Vista CPRS
Upon contract award, the Contractor must provide a project manager point of contact for contract kick-off to the Program Point of Contact (POC). The Contractor will work with Biomedical Engineering staff to provide any additional documentation required and coordinate the necessary tasks for deployment of the software. Installers providing labor services must be Original Equipment Manufacturer (OEM) trained.
All installation services will be provided remotely via Microsoft Teams through screen share session with Biomedical Information Systems Specialists (BISS) through use of elevated privilege accounts. Vendor is not authorized to remotely connect to system via a Site-to-Site (S2S) tunnel or Citrix Access Gateway.
