CALL FOR BIDS
Sealed bids will be received by the Spokane Airport Board at the Spokane International Airport
Administrative Offices, 9000 West Airport Drive, Suite 204, Spokane, Washington 99224, until
2:00 p.m. on December 5, 2025 for:

It shall be the duty of each Bidder to submit his/her bid on or before the hour and date specified.
Bids will be opened virtually and read aloud at 2:30 p.m. on December 5, 2025, at the
Spokane International Airport. Sealed bids will not be accepted via electronic submission.
Any bids received after 2:00 p.m. on December 5, 2025, cannot and will not be considered.

A MANDATORY Pre-Bid Conference will be held at Felts Field: 6105 E. Rutter Ave. Spokane
WA, 99212 at 9:30 a.m. on November 19, 2025. Major subcontractors are encouraged to
attend; however, attendance (in person) is mandatory for the Prime Contractors only. Any bid
submitted by a firm which did not attend this Pre-Bid Conference will be rejected.
The general nature of the Work is as follows:
At café area: demolition, removal and disposal of selected portions of exterior doors and
windows, wood furring and insulation, exterior stucco, selective interior gypsum board and
framing as required for installing new materials. New exterior and interior doors, hardware and
frames, new interior framed walls, gypsum board and prepare for paint, prepare flooring for new
flooring finishes, patch and repair exterior stucco and provide paint finish to match existing. New
infrastructure of fire alarm system, electrical system, mechanical systems, low voltage, and
piping systems. At terminal area: new primer and paint per drawings and professional cleaning
of specific items noted on the drawings. The demolition and new scope of work are specifically
shown on the plans.

Bidder Questions by 4:30 p.m. November 24, 2025. Questions during the bid period and
inquiries regarding bid results (after bid opening) should be directed to the Planning &
Development Department of Spokane Airports, Monday through Friday, between 8:00 a.m. and
4:30 p.m. by contacting Colin Hayden at chayden@spokaneairports.net.
A contract according to the General Conditions, Supplementary Conditions, and Addendums (if
applicable) shall be signed prior to work commencing. Each bid must be accompanied by a
cashier’s check or surety bid bond, in an amount of not less than five percent (5%) of the total
bid for all bid schedules (including sales tax). A performance bond, payment bond, and liability
insurance in accordance with the contract documents will be required for the Contract. This is a
prevailing wage project per applicable State Law.
The Spokane Airport Board reserves the right to reject any and all bids, to waive any informality,
to accept any alternate bids, and to make such award that it deems to be in the best interest of
the Airport pursuant to the terms of the Instruction to Bidders and General Conditions. The
contract will be awarded to the lowest responsive and responsible bidder. All bidders are
cautioned to be aware of the requirement to have their bids considered responsive.
